WITH strong objections from many players and trade associations in the
housing industry to the idea of making the 10/90 version of the
build-then-sell (BTS) model mandatory, it was perhaps no great surprise that
there has been a qualified official nod to what was seen by advocates as the
best way to protect housebuyers from unscrupulous builders. The upshot of
the attempt to balance consumer needs and business interests is that
developers who are averse to the novel idea of purchasers paying the
remaining 90 per cent of the price only after satisfactory completion of
their homes can still continue to sell-then-build (STB). While this falls
short of the call to make BTS a legal requirement, the mere fact that it has
received the official seal of "approval in principle" represents a step
forward. It is a clear recognition that housebuyers deserve a fairer and
more efficient system than that delivered by the STB mechanism.
