A GOVERNMENT effort to amend legislation so that all property managers must
be licenced has met with stiff opposition from home owners who believe the
move infringes on their basic proprietary rights. While the amendments to
the Valuers, Appraisers and Estate Agents Act, initiated by the Ministry of
Finance's Board of Valuers, Appraisers and Estate Agents (BVAEA), was mooted
to improve professionalism and quality of the practice, owners feel the
outcome could produce the opposite effect.

Conquas 21 to measure the standard for its Bandar Botanic township in
