    Having a say in the way we pay

    FOR the past two decades, the subject of `build then sell', or rather a 
    better system of purchasing homes from housing developers, has been debated 
    and studied, but it has still remained a voluntary concept. Surely the time 
    is ripe for the Government to seriously address the hazards, risks and 
    uncertainties experienced by home purchasers in Malaysia. While it may be 
    difficult for all developers to move straight into the `build-then-sell' 
    system, the National House Buyers Association is proposing a variant to the 
    `buying-off-the-plan' concept. With this variant (or the 10:90 concept), 
    house buyers place a 10% down payment with the developer upon the signing of 
    the sales and purchase agreement. This money serves as a confirmation of 
    sales to enable the developer to obtain the necessary financing. It, 
    however, must be placed in an escrow account and cannot be touched by the 
    developer. The buyer only has to pay the remaining 90% of the purchase price 
    to the developer upon completion of the property.

    itu. Bagaimanapun, bukan semua pembeli bernasib baik iaitu mampu memasuki

    unit rumah kos rendah dan sederhana yang terbengkalai sebenarnya hanyalah 
    sebahagian daripada penyakit projek pembinaan gagal disiapkan pemaju. Turut 
    sama dibiarkan dengan hanya 10 hingga 70 peratus siap adalah projek besar 
    seperti kompleks Plaza Rakyat di tengah ibu kota dan ibu pejabat polis.

    Certainly, that's call for celebration all round, even if the Government's 
    backroom boys are still trying to find ways to implement it. After all, 
    market commentators already seem to have found the solution - it was a 
    system I too suggested shortly after Prime Minister Datuk Seri Abdullah 
    Ahmad Badawi made the call in May for an end to the present method of 
    selling before building, which has caused of a lot of nightmares and

    IT is not uncommon to come across cases where buyers are given vacant 
    possession to their newly built houses, only to find that their developers 
    have not yet even applied for the Certificate of Fitness for Occupation 
    (CF). At the National House Buyers Association, this is just one of the many 
    situations unfortunate buyers have faced. And it doesn't end there. After 
    receiving their keys, buyers then have to spend the next 18 months chasing 
    developers to comply with any breaches they may have caused and rectify 
    defects. Until CFs are available, they are not able to move into their 
    houses, even though the full purchase price has been disbursed and they have 
    started servicing their bank loans.
