IT HAS been 14 years since the Housing Development Account (HD
Account) was introduced in 1991 under the Housing Development Act.
Since then, housing developers have been required to open the HD
Account within 14 days after the issuance of the housing developer's
licence. All progress payments by buyers must be deposited into the
account, from which developers can only withdraw in stages, based on
the level of construction and certification by their architects and
engineers. This was legislated as a move to protect house buyers who
have invested their savings into property projects, only to see
their developers vamoose with their money, leaving only
half-completed shells and broken dreams.

PADA 7 September 1998, saya
menandatangani Surat Perjanjian Jual Beli Rumah dengan pemaju untuk
memiliki sebuah rumah teres setingkat di Bandar Putera Indah, Batu Pahat,
Johor dengan harga RM73,000. Mengikut perjanjian rumah itu dijangka siap
untuk diserahkan kepada pembeli dalam masa dua tahun. Apa yang berlaku
adalah sebaliknya. Sehingga kini rumah itu masih belum boleh diduduki.
Pemaju memberi alasan menghadapi masalah kewangan hingga belum dapat
membina kolam pembetungan najis.

berpendapatan tinggi, meredakan kemarahan pelbagai pihak. Kerajaan
Selangor tidak boleh membuat keputusan yang radikal tanpa melihat ke
belakang matlamat pembinaan dan penjualan rumah kos murah kepada golongan
berpendapatan rendah. Dasar mewujudkan skim perumahan kos rendah adalah
semata-mata untuk membantu rakyat dalam golongan itu untuk memiliki rumah
sendiri. Pemaju dikenakan syarat supaya membina rumah kos rendah bagi
memastikan peruntukan yang adil kepada rakyat. Kawasan setinggan dimajukan
manakala kawasan perumahan baru disediakan untuk menampung keperluan
golongan berpendapatan rendah. Setelah segala-galanya berada di depan mata,
tentulah agak aneh apabila rumah berkenaan dijual secara terbuka kepada
semua orang. Golongan berada tidak mempunyai masalah untuk membeli rumah
seperti itu sekiranya mereka dibenar menyewakannya kepada golongan miskin.
Berbuat demikian bermakna rumah kos rendah akan dimiliki oleh orang kaya.
Akhirnya golongan berpendapatan rendah terus kekal tanpa memilik rumah
sendiri. Disebabkan banyak rumah kos sederhana dan rumah mewah dibina
untuk golongan yang lebih berkemampuan, tidak sewajarnyalah rumah kos
rendah juga ditawarkan kepada golongan ini. Di negara ini, memiliki rumah
adalah satu keperluan. Oleh itu, setiap keluarga setidak-tidaknya mesti
memiliki satu unit rumah untuk keselesaan hidup keluarga masing-masing.

allow construction companies to import steel bars to alleviate the current
shortage of the metal in the country. Previously, only steel millers were

export. Housing and other building costs are sensitive to the supply and
prices of steel bars, a key raw construction material. There were fears
that if the shortage continued, construction projects would be disrupted
and push up costs. Now that the necessary measures have been taken, steel
bars should be available for those who want them and building projects
completed on schedule. It should be a relief for house buyers. Any
possibility of house price hikes has now also receded.
