      possibility of making housing developers build houses first before selling 
      them, Prime Minister Datuk Seri Abdullah Ahmad Badawi said Friday. Saying 
      that he was in agreement with the approach taken by housing developers in 
      Taiwan who sold houses only after they had built them, he said housing 
      developers must have adequate funds before they embarked on housing 
      projects so that they would not have to depend on upfront money from

            "BUILD-before-you-sell" for the builder is 
			"see-before-you-buy" for the buyer. How many of us would buy a new 
			car without test driving or at least seeing one? How many of us 
			would marry without meeting or at least seeing our future life 
			partner? Yes, I know some do, but that is the exception. One could 
			buy a house before it is built if he chooses to, but that will 
			always be an option.
            
            It's a question of risk for housing developers

            I REFER to "Developers concerned about `build

			later'," (NST, May 22). The whole idea and reason for choosing a 
			particular method is risk positioning. In other words, it's a 
			question of who's taking more risk: consumer or developer. The "sell 
			first, build later" is the preferred method for developers because 
			it is less risky; they do not need deep pockets and as long as they 
			can pre sell 60-70 per cent of the stock, it's a home run.
