Are these guards screened?

IN HIS determined effort to fight crime, may I suggest to our new
Inspector-General of Police to also look into the eligibility of security
guards employed by condominiums, factories and housing estates.
Have they been screened by the police and given a security clearance
certificate?
Do they have past criminal records? Are they physically able to confront
criminals? Will they close one eye or both eyes when they see a crime being
committed?
In my visits to several apartments and housing estates I have seen shabbily
attired guards who look more like thugs than security personnel.
After having lost a car recently, I am more than convinced that some
security guards may be working hand in hand with car thieves.
I was also told by a management employee that two cars parked within the
gated premises had been stolen before.
A recent newspaper report said more than 5,000 cars had been stolen this
year alone and I believe some of them have been stripped and sold in the
many second-hand spare parts shops which are mushrooming in the country.
Some of these shops sell spare parts of relatively new models too!
