1. Four out of five housing projects abandoned since 1999 revived 02/05/2002 NST
   April 30: Five housing and industrial projects were reported to have been abandoned in Malacca since 1999 and they involve some 3,143 units and 1,418 buyers. However, four have been revived and works are expected to resume soon.

   KUALA LUMPUR: A lender does not have to obtain a court order first before selling off an immovable property to which it has an absolute assignment of rights to, if the borrower defaults on the loan, the Federal Court ruled yesterday.

   Ipoh 3 Mei – Kementerian Perumahan dan Kerajaan Tempatan akan mendedahkan nama-nama pihak berkuasa tempatan (PBT) yang masih berdegil untuk mematuhi garis panduan kelulusan sijil layak menduduki (CF) dalam tempoh dua minggu daripada tarikh penerimaan borang E.Menterinya, Datuk Seri Ong Ka Ting berkata, tindakan itu akan diambil setelah PBT masih ingkar terhadap nasihat dan peringatan daripada kementerian mengenai perkara itu.

6. Cabinet gets list of errant local authorities 04/05/2002 The Star
   IPOH: The Housing and Local Government Ministry submitted last month its first report to the Cabinet on local authorities that have not issued certificates of fitness (CFs) within 14 days. Minister Datuk Seri Ong Ka Ting said, however, the names of the errant local authorities had not been included in the report so as to give them another chance to buck up.

   KEPONG: Mendapan tanah yang menyebabkan rekahan dan retakan di beberapa rumah penduduk Taman Indah Perdana di sini, membimbangkan penghuni yang tinggal di rumah berkenaan. Walaupun pelbagai aduan sudah dibuat termasuk kepada Majlis Perbandaran Selayang (MPS) dan agensi kerajaan yang lain tetapi masalah itu tidak dapat diselesaikan sehingga kini.

   SEPANG: Pembeli unit rumah pangsapuri kos sederhana di Jalan Pinggiran 2 di Taman Mas Sepang, di sini, menanggung kerugian akibat pemaju perumahan tidak menepati janji. Kemudahan yang sepatutnya disediakan oleh pemaju termasuk kawalan pengawal keselamatan, kolam renang, rumah kelab dan tempat letak kenderaan tidak dibina dengan sempurna.

   SHAH ALAM: Seramai 880 pembeli rumah di USJ19, Subang Jaya, mendakwa dianiaya kerana terpaksa membuat bayaran untuk projek perumahan terbengkalai sejak lapan bulan lalu. Mereka juga mendakwa dilayan secara kasar oleh pemaju selain terpaksa menanggung risiko diisytiharkan muflis oleh institusi kewangan.

10. Rhythm Avenue folk want probe into wrongdoings by builder 13/05/2002 MM
    RESIDENTS of Rhythm Avenue in Jalan USJ 19, Subang Jaya, will submit a letter to the Board of Architects tomorrow asking them to investigate allegations of wrongdoings among board members. A similar letter will also be sent to the Bar Council, said Consumers Association of Subang and Shah Alam (CASSA) president Jacob George.

    RESIDENTS of Kinrara Court in Section 1, Jalan Puchong, have no one to turn to for help when their property management company was placed under receivership last June. To compound their woes, the company, which is also the developer, also owes the Petaling Land Office more than RM700,000 and Tenaga Nasional Berhad (TNB) an unspecified amount.

13. Turnkey contractors to revive 12 projects 14/05/2002 The Star
    PENANG: The state government has engaged turnkey contractors to revive and complete 12 abandoned low and low medium-cost housing projects in various phases of development.  The 12 projects are Taman Sri Semarak, Taman Cemerlang, Taman Terubong Indah (Majestic Heights) and Fettes Villa in the northeast district; Taman Sri Bayu in southwest district; Pangsapuri Widuri, Taman Sejahtera, PAKR Kuala Muda Phase 2 and PAKR Ekor Kucing Phase 2 in north Seberang Prai; and Taman Pekatra, Taman Widuri and PAKR Sungai Dua in south Seberang Prai.

    KAJANG: "Pemaju hanya pandai menabur janji, tetapi sehingga kini kemudahan surau, dewan dan tadika yang dijanjikan hanya sekadar impian kosong," kata Penolong Setiausaha Persatuan Penduduk Taman Perkasa, Fasa 2, Hulu Langat, Intan Abdul Rahman, 26. Menurutnya, ketika berurusan untuk membeli pangsapuri itu, pemaju berjanji menyediakan dewan orang ramai, tadika, surau, perpustakaan, sekolah agama, pasar basah, persatuan peniaga dan penjaja dan kawasan lapang kepada penduduk.

    KUALA LUMPUR, Jumaat - Menteri Perumahan dan Kerajaan Tempatan, Datuk Seri Ong Ka Ting hari ini menasihatkan pembeli tidak menerima kunci sebelum projek perumahan siap sepenuhnya. Beliau berkata, pemaju tidak boleh menyerahkan kunci kepada pembeli sebelum projek perumahan siap sepenuhnya walaupun rumah itu sudah menerima bekalan air dan elektrik.

    THE Palm Court condominium owners and residents committee members had taken up their strata title problem with the Land and Cooperative Development Ministry last Tuesday. The members were accompanied by Bukit Bintang MP Fong Kui Lun to meet the Deputy Minister, Dr Tan Kee Kwong, at his office in Wisma Tanah, Jalan Semarak.

    KUALA LUMPUR: The Government will give priority to reviving abandoned housing projects that are close to completion, said Housing and Local Government Minister Datuk Seri Ong Ka Ting.  He said there was no point in reviving projects that were not viable to begin with.

21. `Make sure houses are fully completed' 18/05/2002 NST
    KUALA LUMPUR, Fri. - Housebuyers were today advised not to accept the keys from developers if their houses are not fully completed despite receiving water and electricity supply. Housing and Local Government Minister Datuk Seri Ong Ka Ting said previously some housing developers had taken advantage of the legal loopholes to hand over houses to buyers once water and electricity supply was connected although the houses were not fully completed.

    MALACCA Chief Minister Datuk Seri Mohd Ali Rustam has urged banks not to entertain housing developers who have a record of not completing their projects according to schedule. These developers, despite getting bank loans, leave buyers in the lurch by not completing their projects on schedule or even abandoning them, he said at the ground-breaking ceremony for the Taman Nyalas Baru housing project in Jasin.

    Work on the abandoned Pangsapuri Widuri project at Lorong Cempa, Butterworth, would begin in July if the financing bank agrees to a rescue package submitted by a turnkey contractor who has been entrusted by buyers to revive the project.

Kayveas as saying the ministry was studying a proposal to make it mandatory that what is promised in developers’ brochures be included in sale and purchase agreements and that the Housing Development Act be amended to protect buyers from being short-changed.

    If held-back projects Rhythm Avenue and Newgate Apartments are not revived by the end of this month, the developer will have to face the 1,500 house buyers in front of the press. Subang Jaya assemblyman Datuk Lee Hwa Beng had made this clear at a press conference he arranged to highlight the plight of the house buyers.
