IT IS good news for house buyers that a a member of the National House
Buyers Association (HBA) is part of the confirmed list of councillors for
the Subang Jaya Municipal Council (MPSJ). With numerous abandoned housing
projects in areas under the council's jurisdiction, the HBA honorary
secretary-general Chang Kim Loong can perhaps now look into ensuring that
future projects will not suffer the same fate and that house buyers' rights
are protected.

DEVELOPERS, particularly in Penang, have perfected a novel way of jacking up
the prices of low-cost housing units with the authorities keeping an eye
closed to the goings-on. They have an unwritten condition that purchasers
must sign an additional agreement called a "renovation agreement", failing
which they cannot buy a unit. They have even arranged with banks to release
the "renovation" payment in stages together with progress payments for the
unit. Thus, all the payment for "renovations" will be collected before any
work is done, as renovations can only be carried out after the certificate
of fitness for occupation is issued.

only have to look at what's happening in this current cost-push environment.
At the rate building material and transport costs are rising, I daresay many
developers who have long opposed them, preferring to embrace the
Sell-Then-Build or STB system instead as it permits them to collect money
upfront before completing their end of the bargain, are beginning to buckle.

Timely move for `BTS 10:90 concept'

SELANGOR Menteri Besar Tan Sri Khalid Ibrahim's announcement that the state
will take the lead in adopting the Build-Then-Sell (BTS) concept for
delivery of houses is a timely piece of good news for house buyers. I
believe the BTS he was referring to is the variant of the Sell-Thenbuild (STB)
version the National House Buyers Association (HBA) termed as the "10:90
concept". It is a hybrid of the present Sell-Then-Build (progressive payment
mode) and the absolute BTS (sell only upon full completion of houses). House
buyers pay only a 10 per cent deposit upon signing the Sale and Purchase
Agreement and the remaining 90 per cent is payable upon completion of the
houses with electricity and water supply (ready for tapping) and Certificate
of Fitness for Occupation (CFO), or the new version Certificate of
Compliance and Completion (CCC), and possession with keys.

Pemudah clears backlog of land transfer

KUALA LUMPUR: The land transfer approval backlog has been almost eliminated,
thanks to new initiatives set up by the Special Task Force to Facilitate
Business (Pemudah). As of Jan 31 this year, the Natural Resources and
Environment Ministry has managed to reduce the dealing and non-dealing
approvals backlog by as much as 95 per cent. Land alienation and strata
title approvals have been trimmed by 62.44 per cent and 73.71 per cent
respectively, while the backlog for qualified title to final title approvals
has been lowered to a manageable 57.04 per cent.

Purchasers' Claims Tribunal here Wednesday to pay RM3,914.52 for failing to
