Kerajaan Tempatan menyenaraihitamkan 99 pemaju perumahan dan 23 pengurus syarikat di seluruh negara kerana gagal menyiapkan projek
masing-masing mengikut jadual. Serentak itu, permohonan mereka untuk melanjutkan tempoh sah lesen bagi menyambung projek yang

Reviving projects

THE Penang Government has relaxed several conditions for housing and other
abandoned projects to meet increasing demand
for houses and office space. Chief Minister Dr Koh Tsu Koon said the
Penang and Prai municipal councils have been directed
to give special attention to applications to revive abandoned projects.
Such a move will hopefully help developers speed up
revival of projects which were abandoned due to economic recession five
years ago, he told reporters after officiating the
scheme to revive an abandoned project, the Wisma Tahwa, yesterday. He said
the demand for houses and office space has
increased following rapid development and efforts to revive abandoned
projects should be given due attention. "In meeting future
demand, planning of new projects and revival of abandoned projects should
start immediately," he said.

A JOCKEY and nine women, cheated of $468,000 by two lawyers in separate
housing deals five years ago, are seeking compensation from the Bar
Council's compensation fund. A housewife, who declined to be identified,
said she was cheated of $19,500 by the two lawyers who handled the sale

Housing and Local Government Ministry, despite exhaustive studies into the problem of abandoned housing projects obviously cannot
see the wood for the trees. It assumes the primary and sole reason for projects being stopped mid-stream is the avarice of some
developers who abscond with the buyers' money. Out of this assumption comes the presumption that the Housing Developers (Housing
Development Account) Regulations, 1991, which comes into force today, is all encompassing enough to ensure that instalments and
financing raised by buyers are safe in the tightly controlled accounts, if the developer is insolvent and cannot continue with the
project. The assumption and the presumption, to be sure, are both manifestly baseless.

SHELTER ranks second in importance as man's basic requirement after food.
Never mind if the shelter is a $500,000
condominium or a $25,000 low-cost unit, the fact is it hurts monetarily
and mentally when a person enters into a legal contract
with the developer to build that unit for him and later finds that he has
been cheated. Whatever justification or reason might be
forwarded for developers abandoning their projects, the crux remains that
the buyer is the victim. It is grossly unfair that it is
the buyers and the Government who have to shoulder the responsibility if
they want their projects revived. But that was, and is,
the situation. This certainly cannot continue, considering that housing is
a necessity and building has to go on all the time.
Now that the Housing Developers' (Housing Development Account) Regulations
1991 have at long last come into effect, after a
prolong period of "refinement" following numerous sittings with the
powerful Housing Developers' Association, will this
imbalance in accountability be corrected? There certainly is a lot of hope
pinned on it as a means of reventing irresponsible
housing developers from absconding with purchasers' money.
