NIBONG TEBAL, Ahad - Kerajaan negeri mengingatkan pemaju perumahan swasta bahawa tindakan tegas akan diambil terhadap mereka yang gagal menyediakan kemudahan infrastruktur di setiap projek perumahan yang dibina di negeri ini. Ketua Menteri Dr Koh Tsu Koon, berkata, kerajaan tetap bertindak tegas terhadap pemaju terbabit demi kepentingan pembeli rumah exhausted.

SOME unscrupulous developers of sub-divided buildings should be blamed for the insistence of financial institutions on buyers of apartments and condominiums to take up additional fire insurance policy. The buyers end up with two such insurance policies because the units are already covered under a master policy by the developers or the management corporation set up under the Strata Titles Act 1985 and are only entitled to one claim if the units were damaged.

He said the proposed amendments, already tabled for first reading, would enable the Government to acquire land for commercial development by the private sector. The decision cannot be challenged in court.

SOME 500 people who bought flats in a project in Rasah Jaya are now in a quandary over whether they should pay the developer survey fees for strata title application. They were shocked to receive a letter dated June 17, asking them to pay $349.91 as survey fees and an additional $300 as deposit against damage to common property.

KUALA LUMPUR, Sat. - Twenty occupants of five shophouses at Jalan Pasar, Pekan Batu Arang, 40km from here, have been alerted to vacate their homes after a sinkhole occurred there. Pekan Batu Arang Village Security and Development Committee chairman Encik Mohd Hussain Mat Yassim, 43, said a 15-metre stretch of the road in front of the shophouses sunk last midnight.

PENANG Deputy Chief Minister Dr Ibrahim Saad yesterday advised owners of flats still without strata titles to complain to the authorities. He said this will help authorities take action against developers who fail to apply for them. The Government will not hesitate to act against such errant developers to safeguard the interest of house buyers, he told a press conference in Penang. He said one problem faced by owners of units without strata titles is that they cannot use their property as collateral for loans. Dr Ibrahim said he has heard public grouses on the problem of no strata titles but stressed that authorities can act only if provided with sufficient information. He dismissed allegations that the Government is not issuing strata titles. The State Government has approved applications for strata titles of 64 projects involving 4,954 units out of the 88 projects (6,864 units) that applied for them.

THE rules seeking to curb misuse of house buyers' money by developers are essentially a confidence-building measure in the wake of the rash of abandoned housing schemes. Much as they dislike having to undergo a scrutiny every time they dip their hands into the buyers' funds, the genuine developers need the regulations. The assurance to buyers that their money will be used only for the particular scheme and under the supervision of the bank concerned should give people less cause to mistrust developers. Developers have been saying that the cost of houses is going to go up because the requirement to open accounts for individual projects will cause additional Costs. Housing and Local Government Minister Dr Ting Chew Peh has debunked that airy claim by pointing out that banks will not impose extra service charges to handle these accounts. The Housing Developers Association (HDA) had contended that the extra cost will come from banks hiring consultants to certify the completion of phases of housing projects. A follow-up argument by the HDA does not hold much water either - that the wait for the bank's certification will force developers to borrow first from alternative sources, thereby incurring further Costs
