            reconsider its decision to stick to the $25,000 ceiling price for 
            low-cost houses despite repeated appeals from the Housing 
            Developers' Association. Its Deputy Minister, Daud Taha, said there 
            was no justification for the request by the HDA to raise the price 
            to $28,000 because "many developers are able to build low-cost 
            houses and maintain the present ceiling price."

      IT is a social malady. Many developers in the housing development industry 
      are inflicted with the "cost factors" mentality. Their preoccupation with 
      cost factors is to the detriment of the quality and comfort of the houses 
      they build. Indeed, it is a sad tale of how obsession with profits has 
      blinded people to their social responsibilities. The problem is most 
      developers are harbouring the illusion that they have done enough for the 
      country. This can be seen from their eloquent but pathetic pleas of "there 
      is a limit to what developers can do" and "don't expect us to be social 
      engineers as well". The truth is there is still a lot to be done and a 
      long way to go in meeting the housing needs of the country. The private 
      sector needs to play a major role in fulfilling the nation's dream of a 
      home-owning democracy by the year 2000. They cannot abnegate their social 
      responsibility.
