Abu Hassan Omar. Menurutnya, pemaju atau individu yang memohon penukaran
status tanah daripada pertanian kepada industri atau sebaliknya, perlu
mengemukakan dokumen yang lengkap bagi mempercepatkan kelulusan.

lengkap kepada Pejabat Tanah dan Daerah bagi membolehkan permohonan menukar
syarat tanah mereka untuk projek pembangunan dan perumahan dapat diluluskan
segera, selewat-lewatnya dalam tempoh sebulan. Menteri Besar Datuk Abu
Hassan Omar, berkata tanpa mematuhi semua keperluan yang ditetapkan itu,
Pejabat Tanah dan Daerah sudah pasti tidak dapat mengajukan permohonan itu
kepada kerajaan negeri untuk mendapat kelulusan segera.

Pemaju perlu rujuk pihak berkuasa

TINDAKAN pemaju perumahan menjual rumah kuota Bumiputera kepada pembeli lain
tanpa kebenaran pihak berkuasa, kita anggap perbuatan serius yang tidak
sewajarnya berlaku. Pemaju berkenaan bukan saja tidak mematuhi syarat yang
ditetapkan untuk membina sesebuah projek perumahan, malah tindakan seperti
ini boleh dianggap mempersendakan semangat Dasar Ekonomi Baru (DEB).
Walaupun amaran menyenaraihitamkan pemaju yang ingkar janji itu diberikan
oleh Ketua Menteri Melaka, Datuk Seri Abu Zahar Isnin berasaskan sikap
sesetengah pemaju rumah di negeri itu, kita percaya keadaan yang sama turut
berlaku di negeri lain. Kementerian Perumahan dan Kerajaan Tempatan
seharusnya meneliti perkara ini dan menjalankan siasatan berhubung dakwaan
penjualan rumah kuota Bumiputera itu. Kegawatan ekonomi mungkin dijadikan
alasan oleh pemaju peruntukan rumah untuk Bumiputera tidak dapat dijual.
Cara paling mudah untuk melariskan rumah yang belum terjual ialah dengan
mengambil peruntukan Bumiputera dan membuka jualannya kepada sesiapa saja.
Jualan ini dibuat tanpa merujuk pihak berkuasa. Jika kuota rumah untuk
Bumiputera ini benar-benar sukar dijual sekali pun, apa salahnya pemaju
merujuk kepada pihak berkuasa terlebih dulu, sebelum mengambil langkah
berikutnya. Pemaju tidak seharusnya mengambil kesempatan akibat kegawatan
untuk mengaut untung lebih. Dengan menyembunyikan perkara ini daripada
pengetahuan pihak berkuasa, bermakna mereka cuba menyembunyikan sesuatu yang
melanggar etika dan syarat pembinaan sesuatu projek. Tindakan seperti ini
boleh disyaki melakukan penipuan kepada negara.

Land swap to save playground

playground with a badminton court has been given away under a swap deal to
save a playground in neighbouring Taman Kok Lian. The 869 square metre lot
was alienated to Gigih Sepadu Sdn Bhd under an arrangement to save the
playground three years ago.

500 aduan terhadap pemaju setahun

aduan setiap tahun daripada pembeli terhadap pemaju berhubung pelbagai
masalah termasuk kecacatan mutu kerja dan kegagalan menyiapkan rumah
mengikut jadual. Menterinya, Datuk Dr Ting Chew Peh, berkata semua aduan itu
diteliti oleh Bahagian Penguatkuasaan dan Pengawasan kementerian berkenaan
dan hasilnya banyak pemaju dihadapkan ke mahkamah kerana didapati melanggar
Akta Pemaju Perumahan 1966 dan Peraturan Pemaju Perumahan 1989.

Developer gets land subject to compensation

Bhd the vacant possession of a land in Kampung Chubadak, Sentul Pasar,
subject to it compensating four occupants. Justice Datuk Kamalanathan Ratnam
in allowing Sentul Murni's application for possession of the land, ordered
it to compensate the four defendants, Ahmad Amirudin Kamarudin, Ramli Abdul
Malek, Mohd Jan Mohammad and Marudin @ Hussain Bakri.

Hearing of Highland Towers suit starts Monday

KUALA LUMPUR, Tues. - The High Court has set 18 days, starting next Monday
to hear a suit by 73 people, who are seeking RM50 million in damages from
the developer of Highland Towers and nine others, for negligence leading to
the collapse of a block and subsequent abandonment of two remaining blocks.
The 73 people, who are either owners or occupiers of the two blocks, have
named the owner and developer of the land occupying Highland Towers,
Highland Properties Sdn Bhd as the defendants.

lewa dalam melaksanakan projek masing-masing sehingga timbul masalah
sampingan terhadap penduduk berhampiran, terutama berkaitan kerosakan

96 seek RM7.3bn in loans to build low-cost homes

SYARIKAT Perumahan Negara (SPN), the national housing agency which was set
up to foresee the development of affordable houses, has so far received a
total of 96 applications for loans amounting to RM7.3 billion, Deputy Prime
Minister Datuk Seri Anwar Ibrahim said yesterday. Anwar, who is also Finance
Minister, said however that the Government could not accommodate all
applications as it currently has only about RM1.81 billion in funds that can
be used as bridging loans for the developers.

out low-density development of resort and chalets in Tanjung Tuan, has not
submitted any of its yearly financial statements to the Registrar of

owners and residents of Blocks Two and Three of the Highland Towers, more
than four years after the tragedy in which Block One collapsed and resulted
in 48 deaths. The plaintiffs are seeking seeking RM50 million in damages
from the developer and nine others. Two witnesses testified that land
clearing was done on the hill slope behind the apartments in early 1992 and
muddy water normally flowed down to the property after heavy rain.

`I gave money, shares to ex-aide's wife'

SHAH ALAM, Tues. - A property developer told the Sessions Court today that
he gave the wife of an ex-aide of former Selangor Menteri Besar Tan Sri
Muhammad Muhammad Taib RM20,000 and a 20 per cent equity in his company,
Jiwa Mewah Sdn Bhd, after his application for a 40ha land was approved in
principle by the Selangor State Executive Council. Datuk Teong Teck Lai said
for the same reason, he also gave the cousin of another ex-aide of the
former Menteri Besar another RM20,000 and a 20 per cent equity in his
company.

times before it tilted and collapsed, the High Court heard today. Housewife
Leela George, 38, who saw the incident from the penthouse of Block Two, said

Taib told the Sessions Court today that neither of his two former aides, who
are on trial for misusing their positions as public servants, approached him
for help to get the State Exco to approve a company's application for a 40ha
piece of land in Hulu Langat. Muhammad, the prosecution's 10th and last
witness, said neither Murad Ibrahim, his former chief confidential
secretary, nor Shamsuddin Merin, his former Press secretary, told him about

Hydrant to be relocated

Chew Wah has finally succeeded. The Selangor Waterworks will relocate the

Mahkamah Tinggi, di sini, semalam bahawa rompakan terus berlaku di kedua-

KUALA LUMPUR, Tues. - A former Highland Towers resident told the High Court
today she heard rumbling sounds "louder than thunder" one night in 1992
after a hill slope near the towers was cleared of vegetation. Dr Kok May
Leng said the following morning she noticed that a portion of the slope "had
fallen down like a little landslip".

Court today. Judge Datuk James Foong watched the video taped by Ampang Jaya

minutes before admitting it as a defence exhibit.

which led to the collapse of Block One of Highland Towers in 1993 started
from the top of a nearby hill. The landslide progressed downward, picked up
momentum and "demolished" Block One, Dr Alan George Weeks said, adding that
a "scar" on the hill side showed the slide had started from the top.

tindakan undang-undang terhadap pemaju yang didapati gagal mematuhi
pematuhan syarat kelulusan (EIA) dan melaksanakan langkah tebatan hakisan

meminta Kementerian Perumahan dan Kerajaan Tempatan campur tangan untuk
menyelesaikan pelbagai masalah yang dihadapi termasuk hak milik tanah yang

Projek kondo ancam keselamatan

GEORGETOWN: Seorang pemilik rumah dikatakan diancam bahaya tanah runtuh
akibat kerja-kerja pengorekan tanah untuk projek pembinaan kondominium di
Jalan Air Itam, di sini, semalam. Kejadian tanah runtuh berlaku kira-kira 30
meter dari rumahnya selepas hujan lebat kira-kira jam 12.30 malam kelmarin.

PULAU PANGKOR, Isnin - Kerajaan negeri mensyaratkan setiap pemaju perlu
memastikan kebajikan penduduk di pulau ini yang terbabit dalam proses
pengambilan tanah terjamin sebelum sebarang projek berkenaan diluluskan.
Menteri Besar, Tan Sri Ramli Ngah Talib, berkata jaminan itu diberikan
berikutan wujud kecenderungan pemaju projek mengambil alih tanah di pulau
ini bagi tujuan pembangunan seperti hotel dan perumahan.

Eight families face landslide threat

PENANG, Mon. - Eight families in Taman Cemerlang, Paya Terubong, are living
in fear of landslides due to construction work and compounded by the rainy
season. Last night, a heavy downpour caused a landslide in the vicinity of
the houses and the nearby Wah San Soo Chinese temple. However, no houses
were damaged and no one was injured. "Developers should not compromise on
safety measures in all housing projects," said State Assemblyman for Paya
Terubong, Dr Loh Hock Hun. Loh said the developer of condominiums and
low-medium cost houses nearby, Best Parmaunt Sdn Bhd, had informed him that
a protective plastic sheet would be put up immediately as a temporary
measure to prevent further landslides.

Landslide was caused by water, says engineer

KUALA LUMPUR, Tues. - A consultant geotechnical engineer told the High Court
today that the landslide in December 1993 behind Highland Towers was caused
by water. Dr Alan Weeks said the amount of water did not have to be
excessive for the landslide to occur.

232 hari dapat hak milik strata

KUALA LUMPUR: Pemaju dan pemilik rumah pangsa kini hanya perlu menunggu 232
hari bagi mendapatkan hak milik strata berbanding 365 hari sebelum ini sejak
sistem pemprosesan setempat dilaksanakan lima bulan lalu. Timbalan Menteri
Tanah dan Pembangunan Koperasi, Dr Goh Cheng Teik, berkata melalui sistem
itu, pemohon dapat menjimatkan kira-kira empat bulan untuk mendapatkan hak
milik jika permohonan mereka lengkap dan menepati syarat.

Siasatan tak lengkap

KUALA LUMPUR: Pasukan penyiasat Majlis Perbandaran Ampang Jaya (MPAJ) tidak
mempunyai pengalaman menyiasat kejadian tanah runtuh menyebabkan siasatan
berhubung tragedi Highland Towers yang runtuh lima tahun lalu, tidak
menyeluruh. Jurutera Geoteknikal, Dr Alan George Weeks, memberitahu Mahkamah
Tinggi di sini, semalam, bahawa beliau tidak mempertikaikan kecekapan
pasukan berkenaan tetapi mereka mungkin tidak pernah menyiasat kejadian
tanah runtuh sebelum kejadian itu.

in flood-prone Taman Intan Baiduri in Kepong - three years after numerous
complaints were lodged by residents. Its Press officer Rozielawatie Rahmat

SHAH ALAM, Rabu - Kerajaan negeri bersetuju mengurangkan kadar premium
kepada pemaju hartanah yang berhasrat menukarkan kelulusan memajukan projek
perumahan kos tinggi kepada pembinaan rumah kos rendah dan sederhana.
Menteri Besar Datuk Abu Hassan Omar, berkata, Exco Negeri bersetuju dengan
langkah itu bagi mengatasi kegawatan ekonomi.

Expert: Tests by MPAJ on tragedy site
were insufficient

KUALA LUMPUR, Wed. - A landslide research expert today told the High Court
here that the tests carried out by the Ampang Jaya Municipal Council team on
the site of the Highland Towers, which collapsed almost five years ago and
claimed 48 lives, were insufficient. Dr Alan George Weeks, who is also a
geotechnical engineer, said he came to the conclusion because the team,
which comprised qualified engineers, did not carry out certain tests while
investigating how the landslide occurred.

mengambil tindakan lebih tegas terhadap pemaju yang enggan mematuhi arahan
mendapatkan hak milik strata. Ini berikutan masih ramai pemaju gagal membuat
permohonan hak milik strata, walaupun kementerian beberapa kali memberi
nasihat dan surat amaran.

dalam sektor pembangunan hartanah, hotel dan pelancongan, membelanjakan
lebih RM130 juta bagi menyiapkan projek pembangunan bercampur, di Batu
Pahat, Johor. Projek yang sebelum ini dikenali Taman Setali, diambil alih
Safuan Group selepas terbengkalai apabila syarikat pemaju terdahulu
menghadapi masalah kewangan ketika kemelesetan ekonomi pertengahan 1980an
lalu.

Expert: Clearance work contributed to collapse

KUALA LUMPUR, Thurs. - The High Court here today was told that clearance
works for the Bukit Antarabangsa development had affected the catchment area
above the Highland Towers condominium which subsequently contributed to the
collapse of Block One about five years ago and claimed 48 lives. Dr Alan
George Weeks, a geotechnical engineer, said MBf Property Services Sdn Bhd,
which carried out the works on behalf of Metrolux Sdn Bhd, had diverted the
surface water to a stream which arose on the Metrolux land and it had
resulted in water flowing directly behind the ill-fated Block One.

for the 355 shophouses in Metro Ipoh Baru because of technical problems.
Council assistant public relations officer Syahrizal Azmi said until the
developer Intan Payong Sdn Bhd had rectified the various defects, permanent
CFs would not be issued for the shophouses.

masalah mendapatkan kelulusan harga baru rumah kos rendah, boleh merujuk

KUALA LUMPUR: Hakim Mahkamah Tinggi, Datuk James Foong menangguhkan
perbicaraan penuh kes tuntutan saman 73 pemilik dua blok pangsapuri Highland
Towers, Highland Properties Sdn Bhd pada 1 Mac depan. Mahkamah juga akan
mendengar semula usul pindaan kandungan yang akan dikemukakan oleh kedua-dua
pihak pada 28 September ini.

timbang tawaran

MAJLIS Perbandaran Petaling Jaya (MPPJ) sedang mempertimbangkan tawaran
beberapa pemaju projek pembangunan infrastruktur di kawasannya yang ingin
mencagarkan hartanah mereka kerana gagal membayar wang tunai. Yang Dipertua
MPPJ, Datuk Mohd Nor Bador, berkata pihaknya sedang mengkaji untuk menerima
tawaran daripada pemaju berkenaan kerana memikirkan masalah kewangan yang
dihadapi berikutan kegawatan ekonomi sekarang.

Expert: Developer failed to comply with plan

KUALA LUMPUR, Fri. - The developer of Highland Towers had failed to comply
with the approved plan on the diversion of a stream at the hill slope behind
the apartment complex, the High Court was told today. Geotechnical engineer
Dr Alan George Weeks said the diversion found at the site was not according
to the plan and there was a failure to cut the terraces on the slopes
according to the standard code.

MDPG told to submit report on landslide

PENAMPANG, Sun. - The State Local Government and Housing Ministry has asked
the Penampang District Council (MDPG) to submit reports on the landslide
which destroyed three concrete double-storey terrace houses at Taman Hiburan,
Jalan Penampang Lama, last Friday. Its minister, Datuk Lajim Ukin, said the
MDPG should prepare the report as soon as possible and at the same time
provide assistance to the victims.
