   ABDUL Rahman Abu Bakar dari Jalan Sulaiman, Muar ingin tahu bila projek perumahan Koperasi Kakitangan Kerajaan Muar Berhad yang terbengkalai sejak lebih lima tahun lalu di Jalan Sungai Abong itu hendak disiapkan. Dia berkata, projek rumah murah yang kini sudah lebih 50 peratus dilaksanakan terbengkalai sehingga menjejaskan pemandangan di jalan masuk ke Sungai Terap selain menimbulkan masalah kepada pembeli yang sudah membayar wang deposit.

   SHAH ALAM: Punca utama kelewatan dalam penukaran status tanah di Selangor disebabkan dokumen berkaitan yang tidak lengkap, kata Menteri Besar, Datuk Abu Hassan Omar. Menurutnya, pemaju atau individu yang memohon penukaran status tanah daripada pertanian kepada industri atau sebaliknya, perlu mengemukakan dokumen yang lengkap bagi mempercepatkan kelulusan.

4. Pemaju perlu sedia dokumen lengkap 03/08/1998 BH
   SHAH ALAM, Ahad - Semua pemaju di negeri ini perlu mengemukakan dokumen lengkap kepada Pejabat Tanah dan Daerah bagi membolehkan permohonan menukar syarat tanah mereka untuk projek pembangunan dan perumahan dapat diluluskan segera, selewat-lewatnya dalam tempoh sebulan. Menteri Besar Datuk Abu Hassan Omar, berkata tanpa mematuhi semua keperluan yang ditetapkan itu, Pejabat Tanah dan Daerah sudah pasti tidak dapat mengajukan permohonan itu kepada kerajaan negeri untuk mendapat kelulusan segera.

5. Pemaju perlu rujuk pihak berkuasa 03/08/1998 BH
   TINDAKAN pemaju perumahan menjual rumah kuota Bumiputera kepada pembeli lain tanpa kebenaran pihak berkuasa, kita anggap perbuatan serius yang tidak sewajarnya berlaku. Pemaju berkenaan bukan saja tidak mematuhi syarat yang ditetapkan untuk membina sesebuah projek perumahan, malah tindakan seperti ini boleh dianggap mempersendakan semangat Dasar Ekonomi Baru (DEB). Walaupun amaran menyenaraihitamkan pemaju yang ingkar janji itu diberikan oleh Ketua Menteri Melaka, Datuk Seri Abu Zahar Isnin berasaskan sikap sesetengah pemaju rumah di negeri itu, kita percaya keadaan yang sama turut berlaku di negeri lain. Kementerian Perumahan dan Kerajaan Tempatan seharusnya meneliti perkara ini dan menjalankan siasatan berhubung dakwaan penjualan rumah kuota Bumiputera itu. Kegawatan ekonomi mungkin dijadikan alasan oleh pemaju peruntukan rumah untuk Bumiputera tidak dapat dijual. Cara paling mudah untuk melariskan rumah yang belum terjual ialah dengan mengambil peruntukan Bumiputera dan membuka jualannya kepada sesiapa saja. Jualan ini dibuat tanpa merujuk pihak berkuasa. Jika kuota rumah untuk Bumiputera ini benar-benar sukar dijual sekali pun, apa salahnya pemaju merujuk kepada pihak berkuasa terlebih dulu, sebelum mengambil langkah berikutnya. Pemaju tidak seharusnya mengambil kesempatan akibat kegawatan untuk mengaut untung lebih. Dengan menyembunyikan perkara ini daripada pengetahuan pihak berkuasa, bermakna mereka cuba menyembunyikan sesuatu yang melanggar etika dan syarat pembinaan sesuatu projek. Tindakan seperti ini boleh disyaki melakukan penipuan kepada negara.

6. Land swap to save playground 03/08/1998 MM
   A PLOT of land residents of a housing scheme in Jalan Ipoh turned into a playground with a badminton court has been given away under a swap deal to save a playground in neighbouring Taman Kok Lian. The 869 square metre lot was alienated to Gigih Sepadu Sdn Bhd under an arrangement to save the playground three years ago.

7. 500 aduan terhadap pemaju setahun 03/08/1998 BH
   IPOH, Ahad - Kementerian Perumahan dan Kerajaan Tempatan menerima purata 500 aduan setiap tahun daripada pembeli terhadap pemaju berhubung pelbagai masalah termasuk kecacatan mutu kerja dan kegagalan menyiapkan rumah mengikut jadual. Menterinya, Datuk Dr Ting Chew Peh, berkata semua aduan itu diteliti oleh Bahagian Penguatkuasaan dan Pengawasan kementerian berkenaan dan hasilnya banyak pemaju dihadapkan ke mahkamah kerana didapati melanggar Akta Pemaju Perumahan 1966 dan Peraturan Pemaju Perumahan 1989.

8. Developer gets land subject to compensation 04/08/1998 NST
   KUALA LUMPUR, Mon. - The High Court has granted developer Sentul Murni Sdn Bhd the vacant possession of a land in Kampung Chubadak, Sentul Pasar, subject to it compensating four occupants. Justice Datuk Kamalanathan Ratnam in allowing Sentul Murni's application for possession of the land, ordered it to compensate the four defendants, Ahmad Amirudin Kamarudin, Ramli Abdul Malek, Mohd Jan Mohammad and Marudin @ Hussain Bakri.

9. Hearing of Highland Towers suit starts Monday 05/08/1998 NST
   KUALA LUMPUR, Tues. - The High Court has set 18 days, starting next Monday to hear a suit by 73 people, who are seeking RM50 million in damages from the developer of Highland Towers and nine others, for negligence leading to the collapse of a block and subsequent abandonment of two remaining blocks. The 73 people, who are either owners or occupiers of the two blocks, have named the owner and developer of the land occupying Highland Towers, Highland Properties Sdn Bhd as the defendants.

    EIGHTY-FOUR families at the posh Menara Belfield have been living on stolen water for the past eight months - all because the developer failed to comply with piping requirements. The Waterworks Department yesterday cut water supply at the condominium at Jalan Tallala - the third time since December last year.

11. Approvals in a day from fire authorities 06/08/1998 NST
    KUALA LUMPUR, Wed. - Approval for development plans by the Fire and Rescue Department will now take one day, while Certification of Fitness inspections by the department will be carried out within a week. Housing and Local Government Minister Datuk Dr Ting Chew Peh said the new work concept, dubbed "Rapid Response Approval", would take effect immediately.

Ketika mengusulkan cadangan itu, Timbalan Ketua Menteri, Datuk Joseph Kurup berkata, kerajaan tidak terbabit dalam pembinaan rumah berkenaan bagaimanapun turut bersimpati dengan masalah yang dihadapi penghuninya seramai 100 orang.

    BATU PAHAT, Khamis - Pemaju projek pembangunan tidak boleh bersikap sambil lewa dalam melaksanakan projek masing-masing sehingga timbul masalah sampingan terhadap penduduk berhampiran, terutama berkaitan kerosakan kemudahan asas. Pengerusi Jawatankuasa Alam Sekitar dan Hal Ehwal Pengguna negeri, Dr Chua Soi Lek, berkata antara sikap tidak bertanggungjawab pemaju yang sering dikesan ialah membiarkan kerosakan pada kemudahan asas, walaupun ia berpunca daripada kerja pelaksanaan projek mereka.

14. 96 seek RM7.3bn in loans to build low-cost homes 07/08/1998 BT
    SYARIKAT Perumahan Negara (SPN), the national housing agency which was set up to foresee the development of affordable houses, has so far received a total of 96 applications for loans amounting to RM7.3 billion, Deputy Prime Minister Datuk Seri Anwar Ibrahim said yesterday. Anwar, who is also Finance Minister, said however that the Government could not accommodate all applications as it currently has only about RM1.81 billion in funds that can be used as bridging loans for the developers.

    KUANTAN, Sun. - The RM550 million Taman Gambang Delima Indah township which will be developed in Gambang here is expected to revive economic activities, especially in the development sector, in the State. The township, situated about 29km from here, is expected to help brick manufacturers, quarry operators and sawmill factories sell their products, thus preventing them from closing their business due to the current economic downturn.

    AMPANG Mewah flat residents fear they will soon lose their parking lots to occupants of a new block of flats in the area. Ampang Jaya MP Datuk Ong Tee Keat said this was because there were too few parking lots in the area to be shared between residents and owners of the flats.

Kumpulan itu menyaman Highland Properties Sdn Bhd, pelukis pelan Wong Tin Sang, jurutera Wong Yuen Kean, Majlis Perbandaran Ampang (MPAJ), Arab- Malaysian Finance Berhad, Tropic Developments Sdn Bhd dan Metroplux Sdn Bhd.

19. ROC official: Dataran Baiduri hasn't filed statements 11/08/1998 NST
    MALACCA, Mon. - Dataran Baiduri (M) Sdn Bhd, the company which will carry out low-density development of resort and chalets in Tanjung Tuan, has not submitted any of its yearly financial statements to the Registrar of Companies. ROC divisional head Choo Yong Chuan said all companies must submit their annual statements to the ROC, failing which they would be fined.

20. RM50m suit by owners of Highland Towers opens 11/08/1998 NST
    KUALA LUMPUR, Mon. - The High Court today began the hearing of a suit by 73 owners and residents of Blocks Two and Three of the Highland Towers, more than four years after the tragedy in which Block One collapsed and resulted in 48 deaths. The plaintiffs are seeking seeking RM50 million in damages from the developer and nine others. Two witnesses testified that land clearing was done on the hill slope behind the apartments in early 1992 and muddy water normally flowed down to the property after heavy rain.

21. `I gave money, shares to ex-aide's wife'  12/08/1998 NST
    SHAH ALAM, Tues. - A property developer told the Sessions Court today that he gave the wife of an ex-aide of former Selangor Menteri Besar Tan Sri Muhammad Muhammad Taib RM20,000 and a 20 per cent equity in his company, Jiwa Mewah Sdn Bhd, after his application for a 40ha land was approved in principle by the Selangor State Executive Council. Datuk Teong Teck Lai said for the same reason, he also gave the cousin of another ex-aide of the former Menteri Besar another RM20,000 and a 20 per cent equity in his company.

22. `Building swayed three or four times before collapsing' 12/08/1998 NST
    KUALA LUMPUR, Tues. - Block One of the Highland Towers swayed three or four times before it tilted and collapsed, the High Court heard today. Housewife Leela George, 38, who saw the incident from the penthouse of Block Two, said she panicked and gathered her family members and rushed to the ground floor, fearing the same might happen to their block.

    KUALA LUMPUR: Seorang doktor memberitahu Mahkamah Tinggi di sini, semalam bagaimana dia berada di tempat kejadian cuma lima minit sebelum Kondominum Highland Towers runtuh dengan mengorbankan 48 nyawa. Dr Hui Chan Peng, yang tinggal selama 14 tahun di tingkat empat Blok A kondominium 12 tingkat itu berkata, dia kembali dari kerja pada jam 1.30 petang, lima minit sebelum tragedi itu berlaku.

24. I wasn't asked to help, says ex-MB 13/08/1998 NST
    SHAH ALAM, Wed. - Former Selangor Menteri Besar Tan Sri Muhammad Muhammad Taib told the Sessions Court today that neither of his two former aides, who are on trial for misusing their positions as public servants, approached him for help to get the State Exco to approve a company's application for a 40ha piece of land in Hulu Langat. Muhammad, the prosecution's 10th and last witness, said neither Murad Ibrahim, his former chief confidential secretary, nor Shamsuddin Merin, his former Press secretary, told him about their connection with the company, Syarikat Jiwa Mewah Sdn Bhd.

26. Pemaju perlu tingkat usaha cegah nyamuk aedes 13/08/1998 BH-TEN
    IPOH, Rabu - Orang ramai, termasuk pemaju projek perlu meningkatkan usaha membersihkan kawasan mereka dengan menghapuskan tempat pembiakan nyamuk aedes bagi mengelak penyakit demam denggi merebak. Pengerusi Jawatankuasa Perbandaran dan Kerajaan Tempatan negeri, Datuk Chang Ko Youn, berkata mereka tidak boleh mengharapkan usaha PBT semata- mata kerana agensi terbabit kekurangan kakitangan.

KUALA LUMPUR, Rabu - Seorang rakyat Amerika Syarikat yang melihat blok satu pangsapuri Highland Towers runtuh, mengemukakan rentetan gambar di Mahkamah Tinggi menunjukkan keadaan bangunan itu ketika runtuh. Bruce Aaron Mitchell, bekas juruterbang Tentera Marin Amerika yang mengambil gambar itu dari tingkap bilik pangsapuri kawannya di blok tiga, mengemukakan lapan keping gambar untuk dijadikan bukti dalam kes saman terhadap 10 pihak.

29. Hydrant to be relocated 13/08/1998 MM
    AFTER years of trying to relocate a hydrant in front of his house gate, Chee Chew Wah has finally succeeded. The Selangor Waterworks will relocate the hydrant. Department director Che Mohamad Che Jusoh yesterday assured Chee that the hydrant will be relocated by the department's Kuala Lumpur office in the next few days.

30. Witness: Looting continued at Highland Towers despite security 14/08/1998 NST
    KUALA LUMPUR, Thurs. - A project manager told the High Court today that the security provided to Blocks Two and Three of the Highland Towers after the collapse of Block One was ineffective. Michael Patrick Rickard, 51, said looting continued even as the police, who had initially been called to provide security to the two blocks after the tragedy, remained.

    SAYA mewakili penduduk Batu 13 Jalan Klang, Puchong meluahkan rasa tidak puas hati dengan cara pengurusan Pejabat Tanah dan Galian Daerah Petaling berhubung sebahagian tanah kami yang diambil kerajaan dan diserahkan kepada pemaju untuk Projek Pembinaan Lebuh Raya Damansara-Puchong. Kami dimaklumkan projek itu sudah diserahkan kepada sebuah syarikat awam yang disenaraikan di Bursa Saham Kuala Lumpur. Kami juga sudah dimaklumkan pampasan kami itu diserahkan kepada Pejabat Tanah dan Galian Daerah Petaling pada 18 November 1996.

32. Kondo terus dirompak 14/08/1998 HM
    KUALA LUMPUR: Bekas penghuni kondominium Highland Towers memberitahu Mahkamah Tinggi, di sini, semalam bahawa rompakan terus berlaku di kedua- dua bangunan yang dikosongkan walaupun ia dikawal oleh tentera. Pengurus Projek Micheal Patrick Rickard, penghuni di Blok Tiga, berkata rompakan itu bermula ketika operasi menyelamat mangsa yang pada masa itu dipercayai masih hidup dan terperangkap di bawah runtuhan bangunan Blok Satu yang runtuh pada 11 Disember, 1993.

    KUALA LUMPUR, Fri. - The High Court, hearing a RM50 million negligence suit by 73 owners and occupiers of Blocks Two and Three of Highland Towers, today visited the site of the apartments and neighbouring lots. Judge Datuk James Foong led a group of about 70 people comprising the counsel for plaintiffs and the 10 defendants, their respective officials, consultants and experts and members of the Press, to the site.

34.  `Residents had no choice but to move out' 18/08/1998 NST
    KUALA LUMPUR, Mon. - The residents of Blocks Two and Three of Highland Towers would have vacated their apartments after the collapse of Block One even if they had not been ordered to do so, an engineer told the High Court today. Michael Patrick Rickard, who stayed in Block Three prior to the incident, said the residents had no choice but to move out since they were in constant fear of their safety.

    A COLLAPSING retention wall on the slope of a project site is causing greater anxiety among residents of Taman Bukit Serdang. In immediate danger are 20 houses at Jalan BS3/1 which face the wall which residents claim has been "steadily crumbling" over the past four months.

36. Witness `heard' rumbling after hill was cleared 19/08/1998 NST
    KUALA LUMPUR, Tues. - A former Highland Towers resident told the High Court today she heard rumbling sounds "louder than thunder" one night in 1992 after a hill slope near the towers was cleared of vegetation. Dr Kok May Leng said the following morning she noticed that a portion of the slope "had fallen down like a little landslip".

    KUALA LUMPUR: Seorang doktor memberitahu Mahkamah Tinggi, di sini, semalam bahawa dia tidak pernah melihat satu sistem peparitan yang sempurna di lereng bukit di belakang Blok Satu Kondominium Highland Towers yang runtuh hampir lima tahun lalu hingga meragut 48 nyawa. Dr Kok Mei Ling berkata, dia sering berjalan di lereng bukit di belakang Blok Satu yang runtuh itu sejak dia menjadi penghuni di Blok Tiga pada 1983.

38. Court admits video as evidence 20/08/1998 NST
    KUALA LUMPUR, Wed. - A videotape recording made a few days after Block One of the Highland Towers collapsed almost five years ago was shown in the High Court today. Judge Datuk James Foong watched the video taped by Ampang Jaya Municipal Council (MPAJ) representatives on Dec 14, 1993 for about 25 minutes before admitting it as a defence exhibit.

    BANTING, Rabu - Pihak berkuasa tempatan (PBT) disaran supaya terus mempertahankan keperluan Sijil Layak Menduduki (CF) sebagai syarat penting sebelum orang ramai menduduki kawasan perumahan jika pemaju gagal menerusi kuota Bumiputera.     AMPANG, Thurs. - The Selangor Government today welcomed efforts by developers to revive abandoned housing projects, especially if low-cost houses are built. Menteri Besar Datuk Abu Hassan Omar said owing to the lack of space and the high demand for such houses in the State, the co-operation of developers was needed in providing homes for the poor.

42. Soil expert: Landslide started from nearby hilltop 22/08/1998 NST
    KUALA LUMPUR, Fri. - A soil expert told the High Court today the landslide which led to the collapse of Block One of Highland Towers in 1993 started from the top of a nearby hill. The landslide progressed downward, picked up momentum and "demolished" Block One, Dr Alan George Weeks said, adding that a "scar" on the hill side showed the slide had started from the top.

43. Johor tubuh badan khas bantu pemaju 22/08/1998 BH
    KERAJAAN Johor menubuhkan jawatankuasa bertindak bagi membantu pemaju perumahan meneruskan projek mereka di negeri berkenaan, terutama dalam mendapatkan pembiayaan menerusi pinjaman institusi kewangan ketika kegawatan ekonomi sekarang. Serentak itu, jawatankuasa terbabit yang dipengerusikan Menteri Besar, Datuk Abdul Ghani Othman akan mengadakan perjumpaan dari semasa ke semasa dengan pemaju, terutama yang menghadapi masalah kewangan untuk meneruskan projek dirancang.

    KUALA LUMPUR: Jurutera Perunding Geoteknikal mengenal pasti sistem saliran tidak sempurna di kawasan pangsapuri mewah di Hulu Klang adalah faktor menyumbang kepada berlaku runtuhan blok A pangsapuri di situ lima tahun lalu. Jurutera berkenaan, Dr Alan George Weeks yang juga saksi kesembilan pada perbicaraan kes saman yang dikemukakan 73 pemilik pangsapuri Highland Towers terhadap pemaju kondominium itun Highland Properties Sdn Bhd dan sembilan pihak lain berhubung tragedi itu dalam hujahnya mendapati faktor utama kejadian disebabkan sistem perparitan yang tidak dikendalikan dengan sistematik.

45. Tindakan tegas terhadap pemaju gagal patuhi EIA 24/08/1998 BH-TEN
    SHAH ALAM, Ahad - Jabatan Alam Sekitar (JAS) Selangor akan mengambil tindakan undang-undang terhadap pemaju yang didapati gagal mematuhi pematuhan syarat kelulusan (EIA) dan melaksanakan langkah tebatan hakisan tanah di negeri ini. Tindakan tegas itu untuk memastikan pemaju mematuhi syarat yang dikenakan berikutan pada masa ini negara sedang mengalami hujan agak luar biasa dan jika tidak diambil perhatian serius akan menyebabkan banjir kilat.

    THE developer of a housing scheme on a hill in Serdang has agreed to repair a collapsing retention wall fringing the project site. In a statement, Sungarden Sdn Bhd said that repairs on the wall adjacent to Taman Bukit Serdang would begin "once the weather gets better."

    KUALA LUMPUR: Lebih 800 penduduk Taman Wangsa Permai, Kepong, di sini, meminta Kementerian Perumahan dan Kerajaan Tempatan campur tangan untuk menyelesaikan pelbagai masalah yang dihadapi termasuk hak milik tanah yang tidak diperolehi hingga kini. Last night, a heavy downpour caused a landslide in the vicinity of the houses and the nearby Wah San Soo Chinese temple. However, no houses were damaged and no one was injured. "Developers should not compromise on safety measures in all housing projects," said State Assemblyman for Paya Terubong, Dr Loh Hock Hun. Loh said the developer of condominiums and low-medium cost houses nearby, Best Parmaunt Sdn Bhd, had informed him that a protective plastic sheet would be put up immediately as a temporary measure to prevent further landslides.

    KUALA LUMPUR, Wed. - A landslide research expert today told the High Court here that the tests carried out by the Ampang Jaya Municipal Council team on the site of the Highland Towers, which collapsed almost five years ago and claimed 48 lives, were insufficient. Dr Alan George Weeks, who is also a geotechnical engineer, said he came to the conclusion because the team, which comprised qualified engineers, did not carry out certain tests while investigating how the landslide occurred.

    KUALA LUMPUR, Thurs. - The High Court here today was told that clearance works for the Bukit Antarabangsa development had affected the catchment area above the Highland Towers condominium which subsequently contributed to the collapse of Block One about five years ago and claimed 48 lives. Dr Alan George Weeks, a geotechnical engineer, said MBf Property Services Sdn Bhd, which carried out the works on behalf of Metrolux Sdn Bhd, had diverted the surface water to a stream which arose on the Metrolux land and it had resulted in water flowing directly behind the ill-fated Block One.

    KUALA LUMPUR, Fri. - The developer of Highland Towers had failed to comply with the approved plan on the diversion of a stream at the hill slope behind the apartment complex, the High Court was told today. Geotechnical engineer Dr Alan George Weeks said the diversion found at the site was not according to the plan and there was a failure to cut the terraces on the slopes according to the standard code.

67. MDPG told to submit report on landslide 31/08/1998 NST
    PENAMPANG, Sun. - The State Local Government and Housing Ministry has asked the Penampang District Council (MDPG) to submit reports on the landslide which destroyed three concrete double-storey terrace houses at Taman Hiburan, Jalan Penampang Lama, last Friday. Its minister, Datuk Lajim Ukin, said the MDPG should prepare the report as soon as possible and at the same time provide assistance to the victims.
