KOTA BARU, Tues. - The State privatisation committee which met yesterday failed
to come up with any immediate solution to provide water supply to more than
1,000 completed low-cost houses and 800 more under construction. It was learnt
that the meeting which was convened by Deputy Menteri Besar Abdul Halim Abdul
Rahman to address the problem had to be postponed as the committee was unable
to come up with any feasible or viable proposal.

THE disparity in the code of ethics in the construction industry needs
urgent redressing, says Persatuan Akitek Malaysia (PAM) past president
Jimmy Lim. He said there should be a system where one end consists of a
highly trained, legislated group of professionals with a strict code of
ethics relying on a virtually untrained, unqualified, non-registered or
unregulated group of builders and contractors at the other.
Insuring

IN the wake of the Highland Towers condominium collapse tragedy, there has
been considerable interest within the building industry to know what forms
of insurance protection are available to protect the parties involved,
namely the developers and the buyers of properties. Perhaps, it would be
opportune at this point to highlight an insurance policy which, although
not very popular in Malaysia, does provide the necessary cover pertaining
to defective design, unsuitable material or poor workmanship, all of which
will cause losses to a property owner.

mewujudkan Akaun Pemaju Perumahan yang dikawal sepenuhnya oleh institusi
kewangan bagi mengelak pemaju meninggalkan projek atau sewenang-wenangnya
mengisytiharkan sesuatu projek sebagai terbengkalai. Timbalan menterinya,
Daud Datuk Taha, berkata sejak diwujudkan Ogos lalu, kerajaan kini tidak
lagi menghadapi masalah projek perumahan terbengkalai seperti yang berlaku

Special bank accounts: 184 builders to face action

KUALA LUMPUR, Sun. - The Housing and Local Government Ministry has identified
184 developers who have failed to open special bank accounts to receive payments
by house-buyers. "This category of developers is the most irresponsible lot,"
its Minister Datuk Dr Ting Chew Peh said after launching the 144-unit Sri Bandar
apartment project here today.

HOUSING developers have been urged to ensure houses under construction
and those completed meet the specifications stipulated in the agreement with
house buyers. Housing and Local Government Minister Datuk Dr Ting Chew Peh,
making the call in the wake of increasing complaints from purchasers voicing
their grievances over shoddy treatment by developers, said the number of complaints
received by the ministry has been on the rise over the last four years.
Protecting housebuyers' interests, investments

I WISH to put forward a line of thought that occurred to me after the fall of
Highland Towers. Are housebuyers' investments' really protected at all and are
they getting a fair deal. Being involved in property, I am aware that quality
control in construction is not as easy as in manufacturing. It consists of many
trades that often overlap during construction and quality control is even harder
to achieve. What should be the main concern here is whether there is a reasonable
amount of control at all for the housebuyers.

THE Housing and Local Government Ministry will liaise with the Energy, Telecommunications
and Posts Ministry to review the requirement for periodical checks on electrical
systems of residential buildings. The need to review this requirement is necessary
in view of the fact that electrical system defects, deteriorations and abuses
have been the main cause of fires in buildings, Housing and Local Government
Minister Datuk Dr Ting Chew Peh said yesterday.
Architects to ensure

the design of fire safety requirements in high-rise buildings when the
Housing and Local Government Ministry applies more stringent rules.

a keynote address at the seminar on "Fire safety and emergency management
procedures in high-rise buildings" here today.
