BATU PAHAT, Jumaat - Kementerian Perumahan dan Kerajaan Tempatan sudah
mewujudkan Akaun Pemaju Perumahan yang dikawal sepenuhnya oleh institusi
kewangan bagi mengelak pemaju meninggalkan projek atau sewenang-wenangnya
mengisytiharkan sesuatu projek sebagai terbengkalai. Timbalan menterinya,
Daud Datuk Taha, berkata sejak diwujudkan Ogos lalu, kerajaan kini tidak
lagi menghadapi masalah projek perumahan terbengkalai seperti yang berlaku
dalam tempoh 1982-1991.

I REFER to the proposal to amend the sale and purchase agreement for houses
and hope the relevant bodies, consumer associations and the public are
allowed to comment before arriving at a final decision. It must be
remembered that this schedule of payment has been in good use but has also
been abused by unscrupulous developers. If the developer's opinion is
correct, then advance payment would create wonders!
Pemaju langgar akta didakwa

SEBANYAK 140 pemaju didakwa kerana melanggar Akta Pemaju Perumahan
termasuk 18 kes membabitkan projek yang dilaksanakan tanpa lesen, kata
Menteri Perumahan dan Kerajaan Tempatan, Datuk Dr Ting Chew Peh.
Menurutnya, kes lain ialah 31 pemaju melanggar Peraturan 5(1) kerana tiada
permit iklan dan jualan; melanggar Peraturan 5(4) iaitu tidak mematuhi
syarat dalam permit iklan (29 kes); Peraturan 5(6), penerbitan iklan
berbeza dengan kelulusan (29 kes); serta Peraturan (6), iklan yang tidak
lengkap butirannnya (25 kes).

THE Board of Architects (LAM) has exonerated the architect charged with
issuing a premature certificate of completion for a housing project in Taman
Bukit Kajang of any malpractice. The architect, Mr Lim Pay Chye, who was
directed by the board to defend himself against the charges, had based his
defence on a letter issued by the project engineer that the electricity
supply system had been "energised" (supply ready to be connected) on Dec 23.
Crackdown on errant developers

KUANTAN, Thurs. - The State Government will no longer award contracts to developers
who fully subcontract out their projects. State transport and infrastructure
committee chairman Datuk Bahari Yahya said this was because contracts were awarded
based on the contractors' credibility.

dijalankan oleh kontraktor Bumiputera sehingga Mac lalu membabitkan
pembinaan bangunan sekolah, jalan raya, jambatan, landasan kapal terbang
dan masjid. Pengerusi Jawatankuasa Kemudahan Asas dan Pengangkutan, Datuk
Bahari Tan Sri Yahaya, berkata lapan daripadanya adalah projek Persekutuan
manakala selebihnya projek kerajaan negeri.

Projek Perumahan Terbengkalai (TPPT) kini dibekukan kerana jumlah

the Sale and Purchase Agreement Act to streamline it with the Trade
Descriptions Act to provide better protection for house-buyers. The move,
among others, will enable the ministry to act against misleading house
advertisements, bad workmanship, late delivery of houses and imposition of
additional costs on buyers.
Implement housing developers' accounts rules, Sabah urged

Peh today called on the Sabah Government to consider implementing the Housing
Developers' Accounts Regulations to tackle the problem of abandoned housing
projects in the State. He said the implementation of the regulations had been
successful in Peninsular Malaysia and the Sarawak Government should follow suit.

Insurance firms seek assurance on policy

INSURANCE companies want to ensure the proceeds from the master fire insurance
policy are used only to reinstate buildings with strata-titles. The Persatuan
Insuran Am Malaysia (Piam) said in its 1992 annual report that the industry
has proposed an additional condition be included under the Reinstatement Value
Clause for all fire policies issued to the management corporations of strata-titled
buildings.

THE Hulu Langat District Council cannot be blamed for delays in the issue
of Certificates of Fitness (CFs) in six housing projects where buyers have
taken over vacant possession of their homes. Council secretary Abdullah
Rahman said many housebuyers tended to blame the council for non-issuance
of CFs when the fault lay with their housing developer.
