THE Seri Iskandar new township project about 40km from Ipoh, which was
abandoned in the early 1980s because of recession, will be resumed in March
next year, Perak Public corporations and Industries committee chairman Datuk
Junus Wahid said yesterday. The project developer, Sri Ringgit, will
initially build 500 low-and medium-cost houses on a 80ha site while an
industrial site on another 80ha, he told reporters in Ipoh. The township,
expected to take between four and five years to build, will have, among
other things, schools, shophouses, offices and a sports court. Datuk Junus
said all 129 factory sites at the Pangkalan industrial area had been sold,
of which 89 were foundry-based and the rest furniture factories.

WORK to complete the abandoned Taman Dagang will only begin when at least 80
per cent of the house buyers has signed undertaking letters deferring their
rights for claims under the sales and purchase agreement. So far, between
400 and 500 of the 1,060 buyers of the housing project in Ampang have signed
the undertaking letter, said developer KAB corporation. The developer is
calling for a dialogue session with the buyers on January 15 to clear their
doubts over signing the letter.

KUALA LUMPUR, Thurs. - Purchasers of the abandoned Taman Dagang housing
project in Ampang Jaya have been urged to defer claims for liquidated
damages against the developer so that the project can be revived. Ampang
Jaya MP Ong Tee Keat told a Press conference at Wisma MCA today that Bank
Negara had approved a $6.3 million soft loan to the developer, KAB
Corporation Sdn Bhd, under its abandoned housing project fund announced last
June.

housing scheme in Cheras have been brought to the attention of the
Co-operative Development Department for action. Deputy Housing and Local
Government Minister Osu Sukam said that was all his Ministry could do as the
housing developer was a co-operative registered under the Co-operatives
Ordinance 1948. Replying to a question from Mr Tan Kok Wai (DAP-Sungai Besi),
he said the project did not come under his Ministry's jurisdiction and thus

of the abandoned project is given a soft loan at two per cent interest a
year to complete the stalled project.

repayable over 20 years, be prepared to stump out some, $700 a month. If you
earn anything under $2,000 a month, that's a lot to pay. Now consider this.
You have paid a developer $50,000 for that $100,000 dream house, but he has
run off with your money. You will be paying some $4,000 a year or over $360
a month in interest with nothing to show for it. This puts paid to any hope
you may harbour of buying another house with your income since you have to
continue paying this interest to your banks, unless of course, you repay the
principal. Which is out of the question with your income. There are some
55,000 such buyers in various stages of difficulty in Malaysia - the hapless
victims of incompetent, bungling, unscrupulous, greedy and irresponsible
housing developers. Multiply the figure by four (to a household) and the
number of people affected by abandoned housing schemes comes to about
220,000, equivalent to one quarter of the population of Kuala Lumpur,
including the suburbs.

THE Perlis Government has agreed to take over a private housing project in
Taman Aman near Padang Katong in Kangsar which was abandoned after the
developer died five months ago. Assistant State Secretary (Housing and Local
Government) Rodzi Hussein said the Housing and Local Government Division and
agreed to do so with the cooperation of the Perlis Economic development
corporation. He said of the 122 houses planned for the project, 22 buyers
had made their down payment of 10 per cent. Contruction of the had 22 houses
was almost 80 per cent complete. Encik Rodzi said the Government will also
help people who had bought low-and medium-cost houses and had problems with
the developers. He said six housing projects comprising more than 600 houses
had been abandoned in Perlis.

THE odds are stacked heavily against the build-then-sell housing concept
which is considered to be holding the key to resolving the abandoned housing
project problem. Housing developers warn that house prices may go through
the roof and bankers vow they cannot share the risk under such a concept in
which houses are sold only after they are completed and have been issued the
certificate of fitness for occupation. Under the present progressive-payment
system, rouses are sold as they are built but there have been complaints of
late or no delivery at all because of errant developers who abandoned their
projects. As at the end of last year, housing projects valued at $4.9
billion involving nearly 50,000 buyers were abandoned.

THE Penang Government has relaxed several conditions for housing and other
abandoned projects to meet increasing demand for houses and office space.
Chief Minister Dr Koh Tsu Koon said the Penang and Prai municipal councils
have been directed to give special attention to applications to revive
abandoned projects. Such a move will hopefully help developers speed up
revival of projects which were abandoned due to economic recession five
years ago, he told reporters after officiating the scheme to revive an
abandoned project, the Wisma Tahwa, yesterday. He said the demand for houses
and office space has increased following rapid development and efforts to
revive abandoned projects should be given due attention. "In meeting future
demand, planning of new projects and revival of abandoned projects should
start immediately," he said.

KEMENTERIAN Perumahan dan Kerajaan Tempatan sudah mengenal pasti 33 lagi
projek perumahan terbengkalai membabitkan lebih 1,600 pembeli sejak Jun lalu,
menjadikan jumlah keseluruhannya meningkat kepada lebih 260 di seluruh
negara. Menteri Perumahan dan Kerajaan Tempatan, Dr Ting Chew Peh, berkata
projek terbengkalai yang baru dikenal pasti itu membabitkan pelbagai jenis
rumah kediaman.

AN ADDITIONAL 33 projects involving more than 1,600 purchasers have been
added to the list of abandoned housing projects as at June 30 this year,
Housing and Local Government Minister Dr Ting Chew Peh said yesterday. As at
December 31 1990, there were 277 abandoned housing projects but of these, 42
were revived by June 30 this year, leaving a net 268 abandoned projects.

Apartment project fears

-shelved four years ago - will be restarted. The project, which residents
claim is on their "only green lung", was stopped in 1987 for reasons that

AFTER four years of uncertainty and anxiety, 760 low-cost housebuyers of
units at the abandoned Kelab Tuanku Jaafar project off Jalan Port Dickson
are now assured that construction work on their homes will resume soon. Bank
Negara has approved $14.4 million for the developer to resume the project
under its special fund to revive abandoned housing projects, Negri Sembilan
Menteri Besar, Tan Sri Mohamad Isa Abdul Samad, said yesterday.

PUBLIC Finance has appointed Mr Kenneth Teh Ah Kiam of Price Waterhouse as
receiver and manager of Desa Puchong, a wholly-owned subsidiary of Imatex,
on August 30 under powers contained in two debenture deeds both dated
October 17 1988. This appointment is in accordance with the requirements of
the Abandoned Housing Projects Fund (AHPF) so that the financial assistance
could be effected for the revival of the Taman Sri Puchong housing project,
Imatex said in a statement yesterday. Desa Puchong's receivership and the
assistance from AHPF are part of the Imatex group restructuring scheme
announced last February. The debts owing to Public Finance and other
consortium lender to which the debentures relate, are to be fully settled by
way of issue of new shares in Newco under new scheme.

$234.46m loans for abandoned
projects

THE Abandoned Housing Projects Fund (AHPF) panel has to date approved loans
for $234.46 million involving 73 applicants, Finance Minister Datuk Seri
Anwar Ibrahim said yesterday. He also announced that the Entrepreneur
Rehabilitation Fund (ERF) panel has so far approved $544.86 million in loans
involving 379 applications.

IMATEX Bhd's wholly-owned subsidiary, Desa Puchong Sdn Bhd, will be placed
under receivership for the revival of its Taman Sri Puchong housing project.
Its chairman Tunku Mansur Yaacob said in the company's annual report that
the project would be revived with the financial aid of the Abandoned Housing
Projects Fund.

$2.8 bilion yang membabitkan 35,800 pembeli dikenal pasti di seluruh

Tempatan, Encik Osu Haji Sukam, berkata Johor mempunyai jumlah terbanyak

Negeri Sembilan (25), Pulau Pinang (20), Kelantan (18), Melaka (18),

financiers MBf Finance Bhd has indicated that it would waive the interest

A HOUSING project in Taiping which has been abandoned since 1986 was
completed recently after the Co-operative
Development Department had provided $1.1 million loans for the project.
However, the Koperasi Serbaguna Taiping Barat Berhad alleged that a
total of 21 specifications have not been met at the $8 million Taman Long
Jaafar Phase II housing project in Kampung Boyan. The co-operative's
secretary, Encik Shariful Juhari Abu Kassim, told reporters that among the
specifications not met are longbaths and wardrobes at the 174 single-storey,
three-room bungalows.
