Building on quality
25/09/2005 NSUNT EDITORIAL
RAPID development can whizz past important details — until, of course, things
start to slow down. That has happened with the housing industry, where decelerating
growth has brought into focus exactly how much of the fizzled-out building
boom of the 1990s had been bought at the buyer’s expense (if not peril).

Interest of housebuyers must be firmly protected

Build-and-sell proposal poses too many hazards to succeed
28/09/2005 The Star By Richard Teo, Kota Baru
IF the proposed build-and-sell housing concept is adopted, it will have
serious repercussions on the building industry. I would categorically say
that the build-and-sell concept, based on the Australian model of 10/90,
would be a failure if introduced here.

Builders have to adjust to meet public expectations
28/09/2005 The Star Comment By V.K. CHIN
THE very mention of the build-and-sell concept is enough to send a shiver
down the spine of the property sector. This is a policy quite alien to the
local industry, which has been allowed to sell units before starting construction.

30/09/2005 The Star By TIRED CONSUMER, Rawang.
I refer to Richard Teo’s letter, “Build-and-sell proposal poses too many

THE National House Buyers Association (HBA) has been pushing for a pragmatic
review of the outdated "Sell and then Build" (SB) system and its replacement

a concept but very importantly, an applied operating system.

Elective choice
10/10/2005 NST By DATUK Francis Lee, Ipoh
THERE has been much discussion on the adoption of the "Build then Sell"
concept, or the 10/90 variant, to resolve the woes confronting a small percentage

accorded to the minister and the Ministry of Housing and Local Government
for tightening the law governing housing development in December 2002, which
was primarily focused to further protect the interest of buyers.

Strike equitable balance
22/11/2005 NST V.T. Sungai Buloh
VIEWS have been aired on proposals to change the house-purchase policy from
the sell-and-build system to a build-and-sell system. When building a house
on one’s own land, one pays the building contractor a down-payment plus
progress payments. This is the basis of the sell-and-build system long followed
in this country.

The DEBATE is still raging whether we should

many other property buyers, I too suffered when the developer of 478 units
of industrial factories in Subang Mewah at Subang Jaya left the project
unfinished right after the economic downturn in 1997.
