A memorandum is currently being prepared by the Housing and Local Government Ministry for the Cabinet’s consideration. "We have met house buyers’ and developers’ associations and relevant professional bodies. The memorandum is in its final stages". The possibility of a "build and sell" concept was proposed in May 2004, by the Prime Minister.
