    PETALING JAYA, Fri. - The Ampang Jaya Municipal Council was today taken to task for allegedly trying to profit from the Highland Towers tragedy by levying RM1,600 for a set of the inquiry report. DAP secretary-general Lim Kit Siang said the Housing and Local Government Minister, Datuk Dr Ting Chew Peh, should instead table the report in Parliament for all MPs on Monday.

  3. A-G's Chambers looking into condo collapse tragedy NSUNT 03/07/1994
    KUALA LUMPUR, Sat. - The Attorney-General's Chambers is looking at all aspects, including criminal negligence and civil liability, in the Highland Towers apartment collapse which claimed 48 lives last Dec 11. Attorney-General Datuk Mohtar Abdullah said today they were studying all aspects of the case and if necessary, he would direct further investigations by police as far as criminal liability was concerned.

This was the finding of the Ampang Jaya Municipal Councils (MPAJ) inquiry committee. The committee's six-volume report into the incident was released today.

    "IT was standing upright and it very slowly started to slide, it was just gliding. It was very smooth. There was no noise associated with it. I just happened to catch it with the corner of my eye. I was not even seeing it and it just moved. Very slowly. I'd say it moved about 5-10 feet horizontally in vertical upright position ... I called my friend and I said `The building is moving!' and I just continued to watch and all of a sudden, it was like it caught on the bottom and here was a very low snapping noise and then the building started to topple." - an excerpt of the evidence given by Bruce Erin Mitchell, a resident of Unit 4C, Block 2, who happened to take photographs of the tragedy when it happened. Mitchell, a former United States military personnel based in the Philippines arrived in Malaysia on holiday in November, last year and stayed at Highland Towers apartment 4C Block 2 or C Block.

  9. Draughtsman: DO gave me waiver NST 05/07/1994
    DRAUGHTSMAN Wong Tin Sang, who submitted plans for all three apartment blocks of the Highland Towers, was only licensed to undertake projects of a maximum of 3,000 sq-feet and not exceeding two-storeys high. In an interview with the technical committee into the Highland Towers collapse, Wong claimed he had been given a waiver by the District Officer, whose identity he could not recall, to undertake the project.

    "I DID not know at that stage where the stones were coming from. I thought some balconies had broken off from the flats ... I was not thinking of a landslide at that stage. Then I said to my friend, "you know, this sounds very dangerous". I said: "Let's run" I did not know what it was. And then she and her two daughters and granddaughters, we all ran." An excerpt of the evidence given by Dr Hooi Chan Ping, a resident in Unit 4D, Block C, who went to visit a friend at the ill-fated building when the tragedy occurred. She said she parked her car in the lower ground floor carpark and went upstairs.

  11. Residents' panel to carry out thorough study NST 05/07/1994
    KUALA LUMPUR, Mon. - The Highland Towers Residents Committee will carry out a thorough study on the report of the inquiry committee on the collapse of Block 1 and the stability of blocks 2 and 3 of the Highland Towers before deciding the next course of action. Its chairman, Dr Benjamin George, who was also given a copy of the report, said an emergency meeting would be called as soon as possible to enable all the committee members to study the six-volume report.

    FORTY-FIVE sets of the six-volume report on the collapse of Highland Towers Block 1 priced at RM1,600 each set have been sold. The Ampang Jaya Municipal Council has thus collected RM72,000 since the report was made available on Monday.

    KUALA LUMPUR, Tues. - It is up to the police to take the necessary action against those criminally responsible for the collapse of the Highland Towers apartment block, Housing and Local Government Minister Datuk Dr Ting Chew Peh said today. He also said all follow-up work and activities would be carried out by his Ministry following the dissolution of the Cabinet committee set up to probe the tragedy. The committee was headed by Deputy Prime Minister Datuk Seri Anwar Ibrahim.

    THE process to determine the future of Blocks B and C of Highland Towers began yesterday when the Ampang Jaya Municipal Council served notice on the developer, Highland Towers Sdn Bhd. The notice was served by a legal assistant of the council at the registered office of Highland Properties Sdn Bhd in Wisma Teck Lee in Jalan Tun Perak about noon today.

    KUALA LUMPUR, Sat. - The Malaysian French Bank Bhd has launched a special housing loan scheme providing lower interest rates for residents of the ill-fated Block One of the Highland Towers. Highland Towers Owners/Residents Committee chairman Dr Benjamin George said the offer was very attractive and it would be forwarded to residents of Block One which had 44 units before it collapsed on Dec 11 killing 48.

    WE all should learn a lesson from the debris of the collapsed block of the Highland Towers. It is not that we should not buy homes in high-rise buildings built on hill slopes or that we should not buy condominiums at all. Rather, whether we have the protection of insurance on the houses we buy. True, it is not everyday that condominums collapse. It is equally true that we do not read often of houses razed to the ground by fire or crushed by falling trees. But the crumbling of Block A of the Highland Towers is manifest testimony that we might lose our homes, the biggest investment we make in our lifetime due to variety of hazards we live with.

    THE Land and Mines Department has recommended that the owners of the two remaining blocks of the Highland Towers condominium project be issued strata titles, automatically giving them legal rights to their units. They, however, have the right to reject the offer and are free to take any necessary action, the department's director-general Dr Nik Mohd Zain Mohd Yusof said in Kuala Lumpur yesterday.

    KUALA LUMPUR, Fri. - The developer and consultant engineer of the Highland Towers condominium today disputed the findings of the Ampang Jaya Municipal Council's Inquiry Committee that they were among the three principal parties responsible for the collapse of Block 1. In their first reaction, 11 days after the report of the findings was made public, both the developer Highland Properties Sdn Bhd, and consultant engineer Wong Yuen Kean raised doubts about the probe by the committee.

  29. Strata titles: Failure may see RM3m in fines NST 16/07/1994
    KUALA LUMPUR, Fri. - The failure of the Highland Towers condominium developer to apply for strata titles within the stipulated period may well cost it as much as RM3 million in accumulated fines. Federal Land and Mines director-general Dr Nik Zain Nik Yusof said under the Strata Titles Act 1985, developers were required to apply for strata titles within six months after the certificate of fitness was issued by the local authority.

Wong Yuen Kean, 51, in his first reaction after the incident said the episode had affected his personal and professional life.

The amendments were tabled after a recommendation from a special Cabinet committee, set up after the collapse of the Highland Towers apartment block in Hulu Klang on Dec 11, in which 48 people were killed.

    THE Highland Towers Residents and Owners Committee will take legal action against the Ampang Jaya Municipal Council (MPAJ) and those implicated in the council's inquiry report on the collapse of the Block One apartments last year which killed 48 people. The committee's president, Dr Benjamin George, said yesterday the residents felt that they were still being "victimised" despite the release of the six-volume report. Justice has not been done and is not even seen to be done, he said when expressing dissatisfaction over what he claimed is the authorities' lack of action against those blamed for the tragedy.     KUALA LUMPUR, Tues. - Residents of the Highland Towers apartment blocks feel they have been victimised by the Ampang Jaya Municipal Council (MPAJ).     SHAH ALAM, Isnin - Pengerusi Jawatankuasa Penduduk Highland Towers, Dr Benjamin George dan tiga lagi, mengemukakan notis untuk membatalkan arahan Majlis Perbandaraan Ampang Jaya (MPAJ) supaya penduduk di blok 3 dan 4 pangsapuri itu mengubah suai atau merobohkan bangunan itu dalam tempoh tiga bulan.   44. Residents seek to lift councils orders NST 23/08/1994
    SHAH ALAM, Mon. - The Highland Towers Residents and Owners Committee today filed an application at the High Court here to quash notices issued by the Ampang Jaya Municipal Council (AJMC) ordering the repair or demolition of Blocks 2 and 3 of the Highland Towers in Hulu Klang. The application was filed by Dr Benjamin George, Datuk Alladin Hashim, Chan Keng Fook and Sharifah Azllah Tan Sri Syed Shahabudin on behalf of the residents.

    THE Petaling District Council has completed reports on the investigation of last year's two collapsed buildings. The reports will be submitted to the Selangor Government for endorsement.

    THE Petaling District Council has completed investigation into the two major construction mishaps in Damansara and Puchong last year and will be submitting its findings to the State Government. Council president Ahmad Zairi Burok said the reports would be submitted next week.

    SATU juta penghuni pangsapuri di beberapa bandar utama seluruh negara, terutama di ibu kota kemungkinan sukar untuk membuat tuntutan jika berlaku sebarang bencana seperti menimpa Blok A Pangsapuri Highland Towers, Hulu Klang yang runtuh tahun lalu, kerana masih tidak mempunyai hak milik strata. Kelewatan itu disebabkan pemaju pangsapuri berkenaan tidak membuat permohonan, walaupun pangsapuri terbabit sudah lama dihuni dan Sijil Layak Menduduki (CF) sudah bertahun dikeluarkan pihak berkuasa tempatan.

    KUALA LUMPUR, Thurs. - The Highland Towers residents/owners committee has been told to inform the Housing and Local Government Ministry how long it needed to come up with a proposal on the fate of the two remaining blocks. Housing and Local Government Minister Datuk Dr Ting Chew Peh said this followed the decision by the Shah Alam High Court on Monday which granted an ex-parte application by four residents of Blocks B and C for a stay of notice to demolish or repair the two blocks within three months.

    KUALA LUMPUR, Isnin - Kerajaan tidak akan membayar sebarang pampasan kepada kira-kira 150 penghuni pangsapuri Highland Towers yang kehilangan tempat tinggal berikutan runtuhan bangunan itu 11 Disember lalu. Menteri Perumahan dan Kerajaan Tempatan, Datuk Dr Ting Chew Peh, berkata, kerajaan berpendirian demikian kerana ia membabitkan soal liabiliti terhadap kejadian itu.

  55. Proposal to set up geo-technical engineering unit BT 28/09/1994 By Kamarul Yunus
    THE Housing and Local Government Ministry has proposed that the Government set up a geo-technical engineering unit to coordinate and regulate the development of hillslope projects. Its Minister Datuk Dr Ting Chew Peh said the ministry will discuss with the relevant authorities such as the Public Works Department (PWD) and Public Works Institute of Malaysia (Ikram) to come up with the framework for the setting up of the proposed unit.
