RM1,600 for Highland Towers

PETALING JAYA, Fri. - The Ampang Jaya Municipal Council was today taken to
task for allegedly trying to profit from the Highland Towers tragedy by
levying RM1,600 for a set of the inquiry report. DAP secretary-general Lim
Kit Siang said the Housing and Local Government Minister, Datuk Dr Ting
Chew Peh, should instead table the report in Parliament for all MPs on
Monday.

A-G's Chambers looking into

KUALA LUMPUR, Sat. - The Attorney-General's Chambers is looking at all
aspects, including criminal negligence and civil liability, in the
Highland Towers apartment collapse which claimed 48 lives last Dec 11.
Attorney-General Datuk Mohtar Abdullah said today they were studying all
aspects of the case and if necessary, he would direct further
investigations by police as far as criminal liability was concerned.

the incident was released today.

Witness: I was stunned when
Block 1 started to move, then topple NST 05/07/1994
"IT was standing upright and it very slowly started to slide, it was just
gliding. It was very smooth. There was no noise associated with it. I just
happened to catch it with the corner of my eye. I was not even seeing it
and it just moved. Very slowly. I'd say it moved about 5-10 feet
horizontally in vertical upright position ... I called my friend and I
said `The building is moving!' and I just continued to watch and all of a
sudden, it was like it caught on the bottom and here was a very low
snapping noise and then the building started to topple." - an excerpt of
the evidence given by Bruce Erin Mitchell, a resident of Unit 4C, Block 2,
who happened to take photographs of the tragedy when it happened.
Mitchell, a former United States military personnel based in the
Philippines arrived in Malaysia on holiday in November, last year and
stayed at Highland Towers apartment 4C Block 2 or C Block.

Draughtsman: DO gave me
waiver NST 05/07/1994
DRAUGHTSMAN Wong Tin Sang, who submitted plans for all three apartment
blocks of the Highland Towers, was only licensed to undertake projects of
a maximum of 3,000 sq-feet and not exceeding two-storeys high. In an
interview with the technical committee into the Highland Towers collapse,
Wong claimed he had been given a waiver by the District Officer, whose
identity he could not recall, to undertake the project.

"I DID not know at that stage where the stones were coming from. I thought
some balconies had broken off from the flats ... I was not thinking of a
landslide at that stage. Then I said to my friend, "you know, this sounds
very dangerous". I said: "Let's run" I did not know what it was. And then
she and her two daughters and granddaughters, we all ran." An excerpt of
the evidence given by Dr Hooi Chan Ping, a resident in Unit 4D, Block C,
who went to visit a friend at the ill-fated building when the tragedy
occurred. She said she parked her car in the lower ground floor carpark
and went upstairs.

Residents' panel to carry
out thorough study NST 05/07/1994
KUALA LUMPUR, Mon. - The Highland Towers Residents Committee will carry
out a thorough study on the report of the inquiry committee on the
collapse of Block 1 and the stability of blocks 2 and 3 of the Highland
Towers before deciding the next course of action. Its chairman, Dr
Benjamin George, who was also given a copy of the report, said an
emergency meeting would be called as soon as possible to enable all the
committee members to study the six-volume report.

Towers Block 1 priced at RM1,600 each set have been sold. The Ampang Jaya
Municipal Council has thus collected RM72,000 since the report was made

KUALA LUMPUR, Tues. - It is up to the police to take the necessary action
against those criminally responsible for the collapse of the Highland
Towers apartment block, Housing and Local Government Minister Datuk Dr

WE all should learn a lesson from the debris of the collapsed block of the
Highland Towers. It is not that we should not buy homes in high-rise
buildings built on hill slopes or that we should not buy condominiums at
all. Rather, whether we have the protection of insurance on the houses we
buy. True, it is not everyday that condominums collapse. It is equally
true that we do not read often of houses razed to the ground by fire or
crushed by falling trees. But the crumbling of Block A of the Highland
Towers is manifest testimony that we might lose our homes, the biggest
investment we make in our lifetime due to variety of hazards we live with.

developer to apply for strata titles within the stipulated period may well
cost it as much as RM3 million in accumulated fines. Federal Land and

Act 1985, developers were required to apply for strata titles within six
months after the certificate of fitness was issued by the local authority.

SHAH ALAM, Mon. - The Highland Towers Residents and Owners Committee today
filed an application at the High Court here to quash notices issued by the
Ampang Jaya Municipal Council (AJMC) ordering the repair or demolition of
Blocks 2 and 3 of the Highland Towers in Hulu Klang. The application was
filed by Dr Benjamin George, Datuk Alladin Hashim, Chan Keng Fook and

tidak bayar pampasan BH 13/09/1994
KUALA LUMPUR, Isnin - Kerajaan tidak akan membayar sebarang pampasan
kepada kira-kira 150 penghuni pangsapuri Highland Towers yang kehilangan
tempat tinggal berikutan runtuhan bangunan itu 11 Disember lalu. Menteri
Perumahan dan Kerajaan Tempatan, Datuk Dr Ting Chew Peh, berkata, kerajaan
berpendirian demikian kerana ia membabitkan soal liabiliti terhadap
kejadian itu.

Proposal to set up
geo-technical engineering unit BT 28/09/1994 By Kamarul Yunus
THE Housing and Local Government Ministry has proposed that the Government
set up a geo-technical engineering unit to coordinate and regulate the
development of hillslope projects. Its Minister Datuk Dr Ting Chew Peh
said the ministry will discuss with the relevant authorities such as the
Public Works Department (PWD) and Public Works Institute of Malaysia (Ikram)
to come up with the framework for the setting up of the proposed unit.
