MASSIVE TASK ALMOST COMPLETED ... engineers, using excavators and other
heavy machinery have removed tonnes of earth on the hill slope and what
used to be the former site of the Highland Towers Block A apartment, to
carry out checks on the foundation. This will establish if the collapse of
the building was caused by a landslide which swept away the foundation
following a downpour, or by structural weaknesses.

KAJANG, Isnin - Laporan siasatan teknikal tragedi Highland Towers runtuh
11 Disember lalu sudah siap dan akan diserahkan kepada Jawatankuasa
Penyiasat Induk Majlis Perbandaran Ampang Jaya (MPAJ), Jumaat ini.
Pengerusi Jawatankuasa Teknikal itu, Dr Nik Ramlan Nik Hassan, berkata
laporan itu meliputi pelbagai aspek termasuk perancangan dan prosedur
pembinaan, keadaan sub-struktur bangunan dan persekitarannya serta
struktur bangunan dan bahan yang digunakan.

Report on Highland Towers

THE technical committee investigating the Highland Towers disaster has
come out with its report detailing the causes of collapse as well as
pinpointing the parties responsible. The draft of the report, to be
released soon, will be submitted to the Ampang Jaya Municipal Council on
April 15. It will be submitted to the Special Cabinet Committee on
Highland Towers Disaster within a week and released to the public within a
month.

Highland Towers: Weighing

BANK Negara Malaysia (BNM) has directed the General Insurance Association
of Malaysia and the Life Insurance Association of Malaysia to act fast and
help speed up the claims by family members of the victims of Highland
Towers tragedy. Deputy Housing and Local Government Minister Encik Osu
Sukam told Dewan Rakyat yesterday members of the two associations have
been directed to take immediate measures to facilitate the claims.

THE investigation into the Highland Towers tragedy is still being
conducted by a committee set up by the Ampang Jaya Municipal council,
Deputy Housing and Local Government Minister Encik Osu Sukam said. He said
the probe was expected to be completed in the middle of the month.

`Slope failure leads to

WATER has been identified as the main cause of the slope failure which led
to the collapse of Block A of Highland Towers. According to the Public
Services Department Institute (Ikram) consultant Dr Mohd Asbi Othman who
was privy to the preliminary findings of the technical committee set up to
investigate the collapse, the failure must have been initiated by high
positive pore water pressure which developed when the rate of inflow of
either the surface or subsurface water or both exceeded the transmissivity
of the soil mass.

been considerable interest within the building industry to know what forms
of insurance protection are available to protect the parties involved,
namely the developers and the buyers of properties. Perhaps, it would be

not very popular in Malaysia, does provide the necessary cover pertaining
to defective design, unsuitable material or poor workmanship, all of which

Building Charter in the

have initiated a Building Charter to make the industry more responsible
and to restore public confidence shaken by incidents such as the collapse

THE report on the Highland Towers condominium tragedy is completed and
will be submitted to the Cabinet soon, Housing and Local Government
Minister Datuk Dr Ting Chew Peh announced yesterday. Ting received the

said the Special Cabinet Committee on the Highland Towers disaster, which
was set up to investigate the collapse, will meet "as soon as possible" to

I WISH to put forward a line of thought that occurred to me after the fall
of Highland Towers. Are housebuyers' investments' really protected at all
and are they getting a fair deal. Being involved in property, I am aware
that quality control in construction is not as easy as in manufacturing.

quality control is even harder to achieve. What should be the main concern

KUALA LUMPUR, Jumaat - Mangsa tragedi kondominium Highland Towers yang
tumbang di Hulu Klang, Disember lalu, mendakwa mengalami kerugian sebanyak
RM40 juta kerana kehilangan pelbagai harta benda. Timbalan Presiden

copies of reports showing the geotechnical and topography of the area
before and after one of the three blocks collapsed last year. Highland

complained that many requests to the Ampang Municipal Council for a copy
of the reports had fallen on deaf ears.

MAYBANK has introduced a special housing loan package for its housing loan
customers affected by the Highland Towers tragedy. The special package is
to assist those affected by the tragedy to purchase new houses, its
managing director, Encik Amirsham Abdul Aziz, said. Under this new
package, Maybank Group customers will be charged a housing loan interest
rate of base lending rate (BLR) plus 1 per cent a year, with yearly rest
for the first five years.

Two brothers listed as

KUALA LUMPUR, Thurs. - Two brothers are registered as directors of
Highland Properties Sdn Bhd, the developer blamed for the collapse of
Block A of the Highland Towers on Dec 11, 1993, by the Ampang Jaya
Municipal Council inquiry team. A check with the Registar of Companies
identified them as Yap Kim Kee and Yap Kim Seng. Their ages are not known.

Association chairman Dr Benjamin George told a news conference in Kuala
Lumpur yesterday, it offers no comments with regards to compensation based
on findings by the MPAJ. The findings were released by Deputy Prime
Minister Datuk Seri Anwar Ibrahim last week after chairing a meeting of
the Special Cabinet Committee on the Highland Towers disaster. "We want to
cooperate with the Government. So, what we are doing now is wait until the
report is submitted to the Cabinet and made public," he said. Three days

KUALA LUMPUR, Wed. - The Cabinet today lifted the temporary ban on the
construction of high-rise buildings in hilly areas and on exmining land
which came into force following the Highland Towers apartment collapse in
Hulu Klang in Dec 11 last year which killed 48 people. It was also agreed
that the six-volume report on the tragedy by the Ampang Jaya Municipal
Council inquiry team be made available to the public by next week at a
yet-to-be-disclosed price.

akan mendakwa pihak yang bertanggungjawab terhadap tragedi Highland Towers
ke mahkamah, jika pihak terbabit enggan bekerjasama. Pengerusi JPHT, Dr
Benjamin George, berkata jawatankuasa itu sedia berbuat demikian sebagai
langkah terakhir, sekiranya pihak terbabit gagal menyediakan pampasan
mengikut tuntutan bekas penduduk.

JELAS, tragedi pangsapuri Highland Towers runtuh pada Disember tahun lalu
yang mengorbankan 48 nyawa, berpunca daripada kecuaian pemaju dan arkitek
yang tidak mematuhi peraturan pembinaan bangunan seperti ditetapkan serta
kegagalan pihak berkuasa tempatan mematuhi syarat berhubung penguatkuasaan
undang-undang dan pengeluaran Sijil Kelulusan Menduduki (CF). Laporan
Jawatankuasa Khas Kabinet Mengenai Pangsapuri Runtuh yang dipengerusikan
oleh Timbalan Perdana Menteri, Datuk Seri Anwar Ibrahim, kelmarin, memang
sudah dijangka. Cuma yang ditunggu ialah bentuk tindakan terhadap mereka
yang terbabit.

THE collapse of the Highland Towers apartment building on December 11 last
year with a loss of 48 lives jolted the property development industry,
particularly in the high-rise building sector and brought about much soul-
searching from concerned Malaysians as well as the Government. A temporary
ban on the construction of multi-storey buildings in hilly areas and
former mining land was a natural reaction to allow the authorities to sort
out this mess, the first, and hopefully the last, tragedy of its kind to
strike the country. Now that a full report on it has been completed and is
about to be released to the public and new measures have been introduced
to ensure the safety of high-rise buildings in these high-risk areas, the
Cabinet decision to lift the temporary ban is understandable. It is,
however, not an open licence to lackadaisical developers to revert to
their old ways. As Deputy Prime Minister Datuk Seri Anwar Ibrahim said,
the Cabinet has decided not to encourage new development in such areas and
projects will only be approved if they fulfil stringent conditions.

Call for special panel to

KUALA LUMPUR, Thurs. - The DAP wants Housing and Local Government Minister
Datuk Dr Ting Chew Peh to set up a special task force to help Highland
Towers survivors and residents claim compensation for their losses.
Secretary-general Lim Kit Siang said he was disappointed that the Cabinet
did not set up a special panel to be headed by Law Minister Datuk Syed
Hamid Albar to help survivors and residents on the question of
compensation for their losses.

Board of Engineers says it

KUALA LUMPUR, Thurs. - The Board of Engineers will wait for a full report
before it carries out investigations into the collapse of the Highland
Towers apartment that killed 48 people last Dec 11. Its secretary, Anis
Mohamad Arif, said today the Board would be requesting for a copy of the
full report from the Ampang Jaya Municipal Council.

today welcomed the six-volume report into the tragedy by the Ampang Jaya

KUALA LUMPUR, Jumaat - Blok B dan C pangsapuri Highland Towers akan
dirobohkan dalam tempoh tiga bulan sekiranya pemaju projek terbabit gagal
mematuhi arahan Majlis Perbandaran Ampang Jaya (MPAJ). Yang Dipertua MPAJ,
Abdul Karim Munisar berkata, pihaknya akan menghantar notis mengandungi

profesional yang cekap untuk mengesahkan pelan bangunan yang dikemukakan
oleh pemaju bagi menghindarkan sebarang masalah yang mungkin timbul dalam
industri pembinaan. Anggota lembaga pengarah Institut Keselamatan dan
Kesihatan Tempat Kerja, Lee Lam Thye hari ini, berkata pihak berkuasa
tempatan perlu mempunyai lebih ramai jurutera berkelayakan, arkitek serta

AUTHORITIES are looking into the necessary action that needs to be taken
against parties liable for the collapse of the 12-storey Highland Towers.
Deputy Prime Minister Datuk Seri Anwar Ibrahim said the normal course of
action against those liable will include criminal proceedings. "The normal
course of action will be taken after the relevant authorities have made
the decision. The Housing and Local Government Ministry is taking the
necessary steps," he said.

MPAJ buat keputusan HM 25/06/1994
AMPANG: Majlis Perbandaran Ampang Jaya (MPAJ) tidak membenarkan penghuni
Blok B dan C pangsapuri Highland Towers kembali ke rumah masing-masing
walaupun ada ura-ura mereka akan membantah keputusan itu. Yang Dipertuanya,
Abdul Karim Munisar, berkata keputusan itu diambil atas sebab-sebab
keselamatan berdasarkan siasatan MPAJ yang mendapati kedua-dua blok
berkenaan tidak selamat untuk diduduki selepas tragedi Blok A pangsapuri

THE technical committee that investigated the collapse of Block A of
Highland Towers is insisting that technical advice be sought to determine
the stability of the remaining two blocks. The panel has also not decided
whether to conduct an opinion poll among the apartment owners on what to
do with the buildings.

SOIL erosion behind the Highland Towers condominium in Hulu Klang had
started as early as 1974 and grew progressively worse, the Ampang Jaya
Municipal Council full-board meeting was told yesterday. The eroded land
had developed into a gully when 12 hectares of the hillslope were cleared
the following year.

Highland Towers may get

PETALING JAYA, Sat. - The Government will not force the demolition of the
two remaining blocks of the Highland Towers condominium if the owners can
provide expert evidence to show that the buildings can be saved for future
occupation. Housing and Local Government Minister Datuk Dr Ting Chew Peh
said today the owners have been given three months to come up with such
evidence starting from the date of notification by the Ampang Jaya
Municipal Council.

SEREMBAN, Isnin - Badan Pencegah Rasuah (BPR) sedia menjalankan siasatan
berhubung tragedi pangsapuri Highland Towers jika diminta berbuat demikian,
kata Timbalan Ketua Pengarahnya, Datuk Mohd Zawawi Mohd Nordin.
Bagaimanapun, katanya, BPR setakat ini masih belum menerima arahan untuk
menyiasat kemungkinan ada unsur rasuah dalam tragedi yang mengorbankan
sekurang-kurangnya 48 nyawa itu.

Condo tragedy probe: ACA

THE Anti-Corruption Agency (ACA) is willing to assist if asked by parties
concerned to investigate whether there was an element of corruption or
malpractice involved in the Highland Towers tragedy. ACA deputy
director-general Datuk Mohd Zawawi Mohd Nordin said that if there was
evidence of corruption, the agency would exercise its powers as provided
under the Anti-Corruption Act.

estimated at more than RM60 million, according to the residents committee.
One of the blocks, Block 1, collapsed on Dec 11 last year, killing 48
people. The other two blocks have been declared unsafe. This is the first
time that the residents have ascertained the property damage.
