HTH Development Sdn Bhd (HTHDSB) adopted the build-then-sell (BTS) or 10:90
concept, for the Taman Langat Ceria project.
Under the concept, buyer only pays 10% of the price upon execution of the
Sales and Purchase, with the balance to be settled only after completion of
the building.
Kelana Jaya MP Loh Seng Kok who was a special guest of HTHDSB Chief
Executive Officer Tony Yeo, launched the Taman Langat Ceria housing project
in Hulu Langat, which is one of the first developments under the BTS
system.
Loh in his speech said HTHDSB is a responsible developer who heeded the
government's call to protect consumers.

“Under the BTS system, developers will pay the ultimate price if they
fail in their projects,'' he said.
Loh added that currently there are developers who are reckless because
they are using the buyers' money to finance the construction and they will
be more careful when they are using their or borrowed funds.
“This 10:90 scheme is also to achieve the National House Buyer
Association's (NHBA) house-buyer protection ambition,” he said.
NHBA adviser Datuk Seri Yuen Yuet Leng said the system is good for the
industry, otherwise the government would not have offered the incentives to
encourage the adoption of this system.
“Essentially, buyers do not have to fear abandonment or delay of the
project and banks' risk would also be reduced,'' said Yuen.
The Taman Langat Ceria project in Cheras is priced at RM268,000 for the
two-storey unit and it is 30% complete.
The freehold project has been attracting buyers even before the public
launch.
