THE successful implementation of the certificate of completion and
compliance may lie in the integrity of professionals issuing the documents.
Hamim Samuri (BN-Ledang) said the CCC may put an end to complaints on the
delivery of completed projects but may create new problems involving the
integrity of professionals.
Chow Kon Yeow (DAP-Tanjung) said the government was giving in to housing
developers by implementing the CCC.
"Where are the safety measures? There is a conflict of interest. How are the
professionals to react to their paymasters (the developers)?"
Datuk Markiman Kobiran (BN-Hulu Langat) was also concerned about the
possibility of delays .
"How do we ensure that the CCC will ensure the delays associated with the
Certificate of Fitness for Occupation will not recur? How are house buyers
to be protected from a delay in taking delivery of their new homes?" he said
during the debate on the Street, Drainage and Building (Amendment) Bill in
the Dewan Rakyat.
Housing and Local Government Minister Datuk Seri Ong Ka Ting, in his reply,
said house buyers could complain to professional bodies if problems arose on
the issuance of the CCC.
