THE remaining construction work at Taman Puncak Jalil, Seri Kembangan,
will resume soon under a new main contractor.
IJM Construction Sdn Bhd, which is a subsidiary and construction arm of
IJM Corporation, will take over the work previously undertaken by Maxisegar
Sdn Bhd, a subsidiary of Talam Corporation Bhd.

Talam Corporation vice president (customer service action centre) Michael
Khor said IJM Construction has been appointed as main contractor following
an agreement signed between both parties on Oct 11.
“Talam faced some difficulties and this was why work could not proceed at
full swing.
“Because of the change, whatever money we accumulated was paid to the
bank and this inadvertently caused a delay in payment to our contractors.
“Contractors could not afford to continue and things were stalled.
Payments to bankers were also defaulted and when there's a stop work order,
money stops rolling and this disrupted the whole project cycle,” admitted
Khor.
He added that after nearly two years of negotiation with the bondholder,
a financial restructuring scheme was proposed and it was agreed by all
parties that IJM Construction be appointed as principal contractor.
“We have three contracts with IJM Construction. Taman Puncak Jalil is
part of the first contract parcel worth about RM300mil.
“About 4,000 units, comprising both landed and strata properties, will
commence work under this first parcel,” said Khor, adding that the units
were between 20% and 80% complete.
“From what I understand, IJM Construction will start awarding the project
to their appointed sub-contractors from Nov 15 onwards.
Meanwhile, as part of the contract, IJM Construction has agreed to assist
in the completion of the permanent access road from Sungei Besi-Puchong
Highway, the repairing and resurfacing of the main road and internal road in
Taman Puncak Jalil, the repairing of street lights, as well as the existing
landscaping and drainage system.
Taman Puncak Jalil Residents’ Association (RA) president Zainuddin Zainal
said IJM Construction has also agreed to complete and handover to purchasers
all the sold but uncompleted single and double-storey houses, apartments,
and shop houses in Taman Puncak Jalil.
Khor said purchasers whose developments are at a high completion
percentage should be able to receive their properties sometime next year
while those at a lower completion rate should be able to move in by 2008.
“With IJM now agreeing to help out, we can see the light much clearer
now. We sympathise with purchasers' sufferings but we would like to appeal
to them to be a bit patient.
“Our priority now is to finish up the uncompleted projects to give the
owners their homes,” said Khor.
He said the completed homes would then undergo inspection by the Subang
Jaya Municipal Council (MPSJ), and then the endorsement of the Form E
followed by issuance of vacant possession notice, and lastly a permanent CF
for the buyers within one month.
Zainuddin said with IJM agreeing to assist in the handover of Taman
Puncak Jalil to MPSJ once the infrastructure is fully repaired, it would be
good news for residents as any problems encountered in future can be brought
up and resolved directly with the council.
“I've distributed copies of a printed newsletter to some 3,000 homes in
Taman Puncak Jalil several days before Hari Raya informing residents of this
news,” said Zainuddin.
