IT is time the Government took effective measures against errant developers. For decades, these developers have been taking advantage of house buyers by delaying Certificates of Fitness and strata title applications. The delay only benefits developers.

If the developer is liquidated or becomes insolvent before the strata title is obtained, house owners may have to pay for the applications.

In theory, the CF should be obtained before the keys are handed over and strata title applications filed within six months of getting the CF.

Developers who fail to comply with these by-laws face penalties. This would discourage delays.

However, in practice, how many developers have been taken to task for defying these requirements?
