weeks if documents in order

THE council only needs two weeks to issue certificate of fitness (CFs) to
property owners.
Mayor Datuk Salamon Selamat said the city council had been issuing CFs
within the specified time to all premises that met the requirements needed
for the document.
However, he said, some developers did not fulfil all the requirements
including a building’s safety features, causing the delay in the CF
approval.
“Some of them do not meet the requirements of the Fire and Rescue
Department or other agencies.
“Otherwise, if they submit the plan and complete the building based on the
specification then we release the CF within two weeks after they have
submitted the E-form to us,” he said after chairing the council’s full
board meeting on Saturday.
He added that some buildings were denied CFs due to structural defects.
“It usually involves improper piling work or a defect in the whole
building. It is a serious problem and the developer can be held liable as
it involves public safety,” he said.
Salamon added that some developers handed out keys to house buyers even
before obtaining the CFs from the local authority.
He admitted that sometimes the council was caught in a dilemma when
developers could not complete their project on schedule.
“Some residents demand that we issue the CFs to their property so that
they can move in.
“We do not want to cause any inconvenience to anyone, but sometimes we
cannot issue the CFs because the building is just not safe for
occupation,” he said, urging developers in the municipality to ensure that
they obtain the approval from the relevant authorities before submitting
their E-form for the CFs from MBSA.
