KUALA LUMPUR Oct 9 - The Dewan Rakyat was told that the Strata Title
Boards for Selangor and Penang will be operational and gazetted by
the respective state governments very soon.
Deputy Minister of Land and Cooperative Development Dr Tan Kee Kwong
said the process of setting up the board was in the final stage.
He said the board would be responsible for hearing and resolving
serious cases involving strata titles.
"With the setting up of the board, any lot owners who are not
satisfied can bring up their cases to the board for settlement," he
said when winding up the Budget 2004 for his ministry at the
committee stage at the Dewan Rakyat Thursday.
For the other states, he said, the formation of the board was still
at the preparatory stage to be adapted to the method of issuing
strata titles in the respective states.
Tan said among the powers of the board would be to resolve disputes
on repair costs, issue order for furnishing information or document,
order on agreement concerning joint property, and order to amend the
amount of insurance that must be provided.
On old buildings in the Klang Valley which did not have the
Certificate of Fitness for Occupancy (CFO), Tan said his ministry
and the Ministry of Housing and Local Government were discussing
with Kuala Lumpur City Hall (DBKL) on the possibility of issuing a
special certificate to owners of these buildings so that strata
title could be issued to them.
He said the special certificates were only for buildings which were
more than 25 years old.
The house will sit again Friday.
