The Penang Municipal Council may consider amending the building
by-laws to include car parks of highrises as common facilities.
If the amendment is passed, the car parks would be surrendered to
the residents after they set up a management corporation under the
Strata Title Act.
The issue was raised at a council meeting two weeks ago,
according to councillor Wong Mun Hoe yesterday.
“This way, the project developers are not able to sell off
parking lots. Some had even sold the visitors' car park lots,
creating problems for both the residents and their visitors,” he
told newsmen at a gotong royong cleanup in Bayan Lepas.
Currently, the common facilities in highrises encompassed
recreational centres, swimming pools and community halls.
Wong urged developers of new apartment projects to build
multi-storey car parks and allocate two lots per unit.
Some 200 residents took part in the cleanup organised by Kampung
Jawa Village Security and Development Committee.
