No CFs for projects on ex-estate land if low-cost homes not provided
The Star 28/05/2001 By S. VINOTHAA

CERTIFICATES of Fitness (CFs) will not be issued to housing projects in former estate land if developers do not provide housing for workers.

Selangor Housing for Estate and Mine Workers Committee chairman Datuk K. Sivalingam said developers must give priority to providing housing for former estate workers.

He said the state executive council had issued a directive on April 27 requiring developers of low-cost housing projects to give priority to displaced estate workers for the units.

He said many developers did not fulfil their responsibility of providing housing for such workers.

The exco member said the Selangor Economic Development Corporation (PKNS) was among the culprits.

"Some developers sell off their low-cost units to the public without making allocations for estate workers.

"Others build comfortable homes within golf courses and delay building low-cost homes.

"All this is causing problems to displaced estate workers," he added.

Sivalingam said he had already informed all district officers to enforce the new state policy on housing for the estate workers.

On Wednesday, the exco member met with developers and representatives of estate workers from 16 estates in Selangor.

The estate were the Ladang Bukit Tunggu, Ladang Bukit Braemar, Ladang Sungai Rincing and Ladang Kajang in Hulu Langat; Ladang Bukit Hitam, Ladang Midlands, Ladang Bukit Jelutong and Ladang Puchong in Petaling; Ladang Bukit Raja and Ladang Highlands (Bukit Tinggi), Ladang Bukit Kemuning (Klang), Ladang Teluk Merbau in Sepang; Ladang Belata River, Ladang Kalumpang, Ladang Bukit Beruntung and Ladang Escot in Hulu Selangor.

The 16 estates were among 24 estates where displaced workers were faced with housing problems.

A total of 750 estate families are affected in the 24 estates.

Sivalingam said he would raise the matter at the next state exco meeting on June 6.

He said he would also seek the state government's help to resolve the housing problems faced by displaced estate workers.

"In some cases the estate workers were not satisfied with the developer's offer and in other cases, the developers were unable to keep their pledges," he added.
